  1. Design and Historic Preservation Review Board (DHPRB) Overview

  2. Design Review and Historic Preservation Board PMC 2.29.030 Appointments and qualifications. (1) The design review and historic preservation board shall consist of seven members and consist of: • At least two members shall be registered architects; • At least two members shall be directly associated with applicable construction trades (e.g., contractor, structural engineer, developer); • At least one member shall have special expertise/training in historic preservation and/or shall be affiliated with a historic preservation organization; and • The other members shall either be associated with local interest groups (e.g., downtown merchant and/or property owner, arts group) or related land use/design discipline (e.g., realtor, historic preservation specialist). • A majority of the members of the design review and historic preservation board shall reside in the city of Puyallup. • All members of the design review and historic preservation board shall have a demonstrated interest, competence, or knowledge in historic preservation.

  3. Meeting Information • Minimum of 4 meetings per year (Quarterly) • 1st and 3rd Thursday of the month • 4:00 start time (1 – 2 hour duration) • Minimum 7 day notice • Quorum (minimum of 4 members) • Election of Chair and Vice Chair • All actions require a majority vote • Staff provides agendas, staff reports, minutes, etc.

  4. Sequencing of Design Review • DRHPB reviews qualifying projects concurrent with staff’s case review, (i.e. conditional use permit, building permit, etc.) • Project is forwarded to DRHPB when the project has 5 or less design deficiencies.

  5. Regular Order of Business • Call to order. • Roll call. • Approval of the Agenda • Adoption of minutes. • Old business. • New business. • Good of the Order. • Adjournment.

  7. Downtown Design Review Board shall review all applications requiring building permits for: (i) Construction of new buildings that are 10,000 square feet and greater in the CBD-Core and CBD zones; (ii) New additions and/or renovation projects of historic structures, which are defined as buildings constructed prior to 1946, in the CBD-Core and CBD zones; (iii) Parking garage structures and/or renovation projects of parking garages of any size, stand-alone or integral, in the CBD-Core and CBD zones; (iv) Qualifying transition area projects in areas of the CBD and CBD-Core that either directly abut or are across the street from a residential land use zone (except the RM-Core zone) and any site on an historic register, in the CBD-Core and CBD zones; or (v) Other projects or duties as assigned by the city council.

  8. Design Guidelines Applicability: In the CBD and CBD- Core zones, new development projects (commercial or mixed use), or major reconstruction to existing buildings which involve at $150,000 of total improvement value and/or affect at least 25% of an exterior facade area which is visible to a street or adjoining property, shall comply with Design Guidelines.

  10. Historic Preservation • PMC 21.22 is the City’s newly adopted Historic Preservation Ordinance (CLG)

PMC 21.22 Basic Functions: • Consideration of nominations to the Puyallup register of Historic Places • Review of changes to property listed on the Register, i.e. remodel • Certificate of Appropriateness ( or waiver) • Special Property Tax Valuation Agreement* • 10 year tax exemption * Council Action

Historic Preservation Track The regular order of business for consideration for application for local historic register, design and special valuation review shall be as follows: • The Chair or chair-designated person may offer a preliminary statement concerning the application. • The applicant or the designated agent of the applicant presents statements in favor of the application including relevant pictures, models, etc. • Statements in opposition to the application. • Public Comment. Such comment is limited to five (5) minutes per person unless extended by the Chair. • Staff comments. • Deliberation by the Board. • Motion (and second) for action. • Vote.

Downtown Design Review Track The regular order of business for consideration of applications for downtown architectural design review (development review projects) shall be as follows: • The Chair or chair-designated person may offer a preliminary statement concerning the application. • Staff presents the highlights of the staff report. • The applicant or the designated agent of the applicant presents statements of the application including relevant drawings, renderings, narratives, etc. • Public Comment. Such comment is limited to five (5) minutes per person unless extended by the Chair. • Deliberation by the Board. • Motion (and second) for action. • Vote.

  15. Board Actions When voting upon a proposal, the Board shall have the authority to: • Approve the project design as conditioned in the staff report; • Approve the project design subject to conditions imposed by the Board, with the express direction that compliance with those conditions be verified by City staff during subsequent permit review; • Tentatively approve the project design subject to conditions by the Board, with the express direction that the project return to the Board to verify that said conditions are adequately incorporated into a project redesign; or • Deny the project design. In the event of a denial, the Board shall make findings stipulating the reasons for the denial, including possible means to address the design shortcomings.
