INL Background • Established in 1949 as the National Reactor Testing Station • Government Owned – Contractor Operated • Covers 890 square miles and employs approximately 3500 personnel • 52 reactors built and operated since inception; 2 currently operating with an additional reactor being evaluated for restart • Irradiation – Post Irradiation Examination • Select Current Projects • NGNP • Fuel Cycle R&D • Nuclear Nonproliferation • Light Water Reactor Sustainability • ATR National Scientific User Facility
Introduction • It is clear that laboratory performance has not met expectations: • We have not been effective at identifying issues – they find us. • We operate in a reactive, crisis management mode in responding to events. • Two pronged approach to address the current performance issues: • Establish, in collaboration with line management, standards, expectations and associated behaviors that promote performance improvement as a core business function. • Provide a set of tools which enables employees to simply identify issues, allows effective disposition of those issues, and efficient data retrieval to effectively trend and monitor laboratory performance.
Specific Challenges To Continuous Improvement • Current capabilities to monitor performance and manage issues at the laboratory level is a barrier to continuous improvement • Employee engagement is lacking because of the complexity of the current tools which are not user friendly and don’t effectively enable data analysis • Current issues management process flow does not support low threshold reporting. • Multiple business lines require a graded approach to risk management • Underlying Issues with current architecture for issue identification and analysis include • Data entry process is difficult, intimidating and cumbersome • Current tools lack capabilities to effectively pull and generate value-added data • Data generation is time consuming and labor intensive • Management and staff time focused on gathering data and not analytics/decisions • Our expectations and behaviors don’t fully embrace continuous improvement through identification of issues/concerns partly because its too hard
