A totally innovative approach: • a positive incentive to achieve the objectives of the Common Fisheries Policy (CFP) • encourage fishermen to propose and adopt more sustainable practices, more restrictive than regulations • A double objective, consistent with the CFP: • preserve fisheries resources • protect the marine environment • The principle of ownership and responsibility initiative belongs to the fishermen and their organizations

  3. A professional initiative born in 2008: • context ofcrisis of the sector • put into practice at a large scale ideas studied by professionals and scientists • structures used to design and manage blue deals: maritime cooperatives, trade unions, fishing committee … • A close co-operation between professionals and the Department (Government): • design measures: objectives, fishers’ commitments, control, compensation • define the role of collective structures: design the projects, manage and control the measures • adopt a framework in line with the Community rules: collective actions of the EFF (art. 37).

  4. Total transparency with the Commission (DG Mare): • a commitment of the Minister towards the Commissioner • presentation of the approach as early as July 2008 • specific discussions on each measure: objectives consistent with the CFP, real improvement of practices, fair compensation (no over-compensation), adequate control • in-depth dialogue until March 2009 : validation of 24 measures out of 26 presented.

  5. Four categories of measures: • create partnerships between scientists and fishermen • protect the sea environment • improve practices to enhance the sustainability of fishing • train fishers on blue assignments issues

A significant participation: • French metropolitan fleet = 4,800 vessels • 2008 : 640 vessels (Brittany, Atlantic Ocean ; trawlers) ; 4 collective structures • 2009 : 870 vessels (North Sea, Channel, Atlantic Ocean, and Mediterranean Sea ; “towed gear and passive gear”) ; 5 collective structures • 2010 : 880 vessels (all metropolitan seas, all gears) ; 5 collective structures

An important and long-lasting financial effort: • 20% of EU funds (EFF) and 80% of national funds (State) • local and regional authorities can participate in the funding • 2008: 12.9 million Euros (€ 10.3 million from the State ; € 2.6 million from the EFF) • 2009: 22.6 million Euros (€ 18.1 million from the State ; € 4.5 million from the EFF) • 2010 : 17.2 million Euros (€ 13.8 million from the State ; € 3.4 million from the EFF) • 2011-2013: a budget of 12.5 million Euros per year (€ 10 million from the State; € 2.5 million from the EFF).

BALANCE SHEET “AT THIS STAGE” • An ambitious challenge which is going to succeed. • Fishers and collective structures are involved in the CFP processin a positive manner. • Participation continues and consolidates itself in spite of difficulties • Significant efforts ("do better") are fairly rewarded. • Thank you for your attention!
