Background • The American with Disabilities act of 1990 (ADA) and Rehab Act of 1973 (504) require that qualified individuals be provided equal access to programs, services, and activities. • CA Gov. Code 11135 applies Section 508 of the 1973 Rehab Act, as amended in 1998, to State entities and to the CSU was enacted to eliminate barriers in information technology, to make available new opportunities for people with disabilities and to encourage development of technologies that will help achieve these goals. • The CSU policy statement on accessibility is articulated in Executive Order 926. Most recent implementation of this policy is guided by the Accessible Technology Initiative (ATI) established in 2006 is now Coded Memo AA-2013-03.

CSU Vision • All CSU programs, services, and activities should be accessible to all students, staff, faculty, and the general public. • This encompasses all technology products used to deliver academic programs and services, student services, information technology services, and auxiliary programs and services.

  5. Recent Legal Settlements • August 2012 – University of Montana filed by the Office of Civil Rights • May 2013 – UC Berkeley filed by Disability Rights Advocates

SDSU Goals • Ongoing self assessment (website scans) as a practice. • Fix Errors to improve scan results. • Report false errors to correct scanning tool. • Create a process to customize checkpoints to meet SDSU requirements. • Implement standardized procedures for posting new websites and fixing errors on existing sites. • Create a Roadmap and Exemption process for improving web accessibility at SDSU. • Ongoing training and communication

ATI Web Activities in 2013 • June 2013 – All campus websites were scanned using Section 508 standard. • July 2013 – Scan results were distributed to Campus V.P.s (and also posted on SDSU ATI website: access.sdsu.edu). • October 2013 – The scanning standard was changed from Section 508 to CSU ATI Requirements and a Roadmap is required as part of the Exemption process. • October 28, 2013 - A meeting with web developers was held on 10/28/13 to inform changes.

ATI Web Activities in 2013 Cont. • November 13, 2013 – Training was held by the CSU team (Chancellor’s Office, CSU Northridge and HiSoftware) • November 14, 2013 – ATI Web Group consisting of power users from various departments was formed to assist. • November 22, 2013 – ATI scan error reporting procedures were established. • December 3, 2013 – ATI Web Group kick-off meeting to brainstorm ideas on how to help each other and make the process easier for the campus to succeed.

ATI Web Group • Purpose: to assist with ATI related issues and help promote web accessibility at SDSU • Membership: consists of web developers from various departments who are familiar with Compliance Sheriff and willing to share their experience and expertiseto help others through this group. • Meeting Frequency: Quarterly or more often as needed

Why changing Scan to CSU ATI Requirements? • As directed by the Chancellor’s Office, SDSU is changing the scanning standard from Section 508 to CSU ATI Requirements. • These requirements map Web Content Accessibility Guidelines 2.0 techniques to Section 508 standards in order to provide a more accurate reporting of accessibility errors. • Other CSU schools already changed to the CSU scanning standard. SDSU is the last school to change. • This provides additional checkpoints in order to make our websites more accessible.

Section 508 vs. CSU ATI Requirements • Using CSU ATI Requirements checkpoints will detect more errors, therefore, more websites with higher failure rates. • Our focus should not be on the higher scan failure rate, but rather on having more accessible websites. • The additional errors detected are mostly related to Link validation errors, which includes broken and inaccessible links. • The Chancellor’s Office recommended creating a roadmap for all non-compliant sites.

Suggestions to reduce risks • Make it a practice to periodically scan your websites and fix errors. • Priority should be given to heavily visited sites. • Use Google Analytic or similar tool to analyze frequently visited sites. • Take down the pages that are no longer needed or hardly used. • Create a process to scan new websites and changes prior to posting. • Use an accessible template or content management to standardize process.

  14. SDSU ATI Web Plan in 2014 • Between now and May 2014, departments need to scan their websites and fix errors. • In June 2014, ATI team will run an annual scan for all SDSU websites. • In July 2014, Scan results will be posted to access.sdsu.edu and SDSU Web Developers notified. • In July 2014, SDSU Executive Sponsor will distribute scan results to Vice Presidents.

  15. ATI Roadmap • For websites less than 100% compliant, the site owner must complete an SDSU ATI Roadmap. • An ATI Roadmap template is provided as a guide. • Each area can modify and expand to fit their needs. • The purpose is to document progress, challenges, alternative accommodation, resolution plan and timeline for fixing errors.

  16. ATI Exemption Process • Completed Roadmap must be signed by a Department Head or Dean, and counter-signed by area Vice President. • November 1, 2014 – Deadline for VP’s to submit a signed Exemption Approval Form with a Roadmap to the ATI Executive Sponsor. • The same procedures will repeat for the following year.
