Strategic Plan: Purpose & Definition • Purpose: • provide opportunity to evaluate who we are & who we choose to be in future • Definition: • systematic process of envisioning a desired future, and translating this vision into (1) broadly defined goals or objectives and (2) a sequence of steps to achieve them.

Emerging Themes of Focus(since reformulation of committee) • General strategy • Continue to gather relevant data on focal objectives • Monitor progress toward 3-5 year goals
Emerging Themes of Focus • Building thriving doctoral programs & increasing research productivity • Equitable number of standing GA’s for each doctoral program (start with 1 GA and work towards at least 2 per program) • Pursue grants & include student GA’s in budgets • Improve various programs websites (user friendly) • Examine sustainable funding models to recruit Ph.D/Ed.D. candidates • Tuition abatement • Encourage faculty & doctoral students to apply for university/college fellowships • Agreements with students to publish dissertation within 1 year or chair may on their behalf & financial incentive to do so (perhaps use some of provost funds for graduating doctoral students)
Emerging Themes of Focus • Model & integrate cutting edge technology across all programs • Perhaps two pronged strategy • Better prepare teacher candidates to integrate technology in teaching • Hub for tech innovation, makerspace, train professors on how to include in teaching (e.g., BEST type institute), learning lab for teachers • May need full-time staff position(s) • Provide doctoral students access & skills to use leading technology for completing research • Qualitative/quantitative software, computers/lab space, formal/informal training/workshops
Budget Overview Cont. • FY17 Carryforward slightly increased from last year. • Academic Partnership revenue increased in 2017 and we expect this trend to continue in 2018. • In FY18, up to 3% of the COE unit base budget will be reallocated to support the USC Scholarly Initiative. This equates to $496,000. • No changes to personnel expenditures are expected as a result of the reallocation. • Support for professional development, international travel, and other non-personnel expenditures will be based on availability of funds.
COE BUDGET OVERVIEW (cont.) • USC Columbia is prioritizing academic affairs to maintain and enhance excellence in teaching and research. • Universityleadership has agreed to a 3% budgetreallocationfromallacademic and serviceunits to supportinnovation in academicaffairs • Thisinitiativewillcreate a fund of about $17 million. • A representativecommittee of faculty and professionalstaffwillmakerecommendations to theProvost and thePresident on the most strategicuse of thefunds. • Usesmayinclude: hiring new faculty in highdemand, highemployabilityfields; reducingclasssizes in high-demandcourses and fields; enhancingstudentleadershiptraining and experientiallearningopportunities; increasingresearchopportunities by leveragingadditionalexternalfunding. • This 3% reallocationispermanent.

Definitions of Diversity DIVERSITY • Any dimension that can be used to differentiate groups and people from one another. • Respect for and appreciation of differences in race, ethnicity, gender, age, national origin, disability, sexual orientation, education attainment, religious background, English proficiency, immigration status, socioeconomic status, etc. • The College of Education at the University of South Carolina values diversity. We subscribe to an inclusive definition of diversity focused on, but not limited to, race, ethnicity, national origin, age, gender, socioeconomic status, religion, sexual orientation, veteran’s status, (dis)ability, and intellectual perspective.” (College of Education Diversity Plan, 2012)
A Definition of Inclusion Inclusion • Inclusion is a state of being valued, respected and supported. It’s about focusing on the needs of every individual and ensuring the right conditions are in place for each person to achieve his or her full potential. Inclusion should be reflected in an organization’s culture, practices and relationships that are in place to support a diverse workforce. (http://www.inclusion.com/inclusion.html)
Diversity & Inclusion vs. Equity & Justice Productive Tensions in Definitions
Seeking Equity and Justice Diversity asks, “Who’s in the room?” Equity responds: “Who is trying to get in the room but can’t? Whose presence in the room is under constant threat of erasure?” Inclusion asks, “Have everyone’s ideas been heard?” Justice responds, “Whose ideas won’t be taken as seriously because they aren’t in the majority?”
Seeking Equity and Justice Diversity asks, “How many more of [pick any minoritized identity] group do we have this year than last?” Equity responds, “What conditions have we created that maintain certain groups as the perpetual majority here?” Inclusion asks, “Is this environment safe for everyone to feel like they belong?” Justice challenges, “Whose safety is being sacrificed and minimized to allow others to be comfortable maintaining dehumanizing views?”

How Do We Get There? • Uncover and document our collective expertise. • Critically analyze the needs of our faculty, staff, students, PDS, partner schools, school districts, and educational agencies across the state, and then harness/deploy our existing expertise. • When/where we lack that expertise, hire to fill that gap or draw on our collective, expansive networks to connect needs to resource (human and material).
