  2. There were two surveys conducted by the Computers & Technology Section over the past year. Construction Cost ContainmentIdentify the programmatic approaches used by different agencies to address construction cost containment. Construction Document Management SystemsIdentify the digital data storage systems different agencies use to document construction project activities.

  6. Construction Cost Containment Has offering bid alternates influencedthe unit cost of the items bid? If Yes, how was this quantified and monitored? Two different methods were noted by several agencies: • Contractors were required to bid both alternates which allowed for comparison • Contractors bid prices were compared to historical bid prices

Construction Cost Containment There were a total of 22 responses to this question. • 7 agencies noted Practical Design • 7 agencies noted Value Engineering • Additional initiatives noted by various agencies • Change order review for plan errors and omissions • Allow short term road closures instead of detour construction • Incentive for use of recycled pavement • Implemented steel price indexing • Construction cost oversight and tracking • Balanced lettings / dividing mega contracts into smaller ones

Construction Cost Containment There were a total of 9 responses to this question. • Electronic bidding produced the following cost savings • Reduction or elimination of printing and mailing cost • Reduction of man hours to produce paper documents • Increased number of bidders which produced increased competition

Construction Document Management Systems What experience have you had with the use of external hardware that supports your systems? • Most states use laptops for their systems • Several states use camera and hand-held devices as well • Several states reported IT support issues related to increased workload • Several states reported network connection issues related to increased data transfer

Construction Document Management Systems What is your experience with the use of consultantconstruction management firms that provide document management services? • Several states are successful with consultant software • Several states mentioned issues related to: • Additional cost for customization • Proprietary issues have limited use of date • Continuity issues due to using different firms from one project to another project • Some states develop their own software to address issues listed above
