Overview of Ukrainian Research Landscape EEP2013 Basic and applied research, design and development, S&T assistance in the Ukraine’s energy sector: • academic research (National Academy of Sciences of Ukraine (NASU); • field research (institutions affiliated with the Ministry of Industrial Policy of Ukraine, Ministry of Energy and Coal Industry of Ukraine, etc); • university (research centres and laboratories of the leading Ukrainian universities); • industry (industrial research institutions, engineering departments and special engineering offices within enterprises). Overview of Ukrainian Research Landscape EEP2013 • The major NASU R&D institutions with well-established scientific schools, which are experienced in international collaboration and research and succeeded in research projects in conventional and unconventional power engineering, renewable sources of energy, energy efficiency and saving are mainly located in 16 research centres within 3 NASU departments: • Department of Physical & Technical Problems of Power Engineering, • Department of Physical & Technical Problems of Materials Science, • Department of Chemistry. • In 2010, these research centres employed 6406 staff members including 3224 researchers (336 with doctor-of-science and 1099 with candidate-of-science degrees) in total. The actual share of RTD expenditure in Ukraine’s GDP is about 1.4%. The total budget funds allocated for public RTD target programmes have ranged 4.5 to5% over the last three years. Almost one third of the budget is allocated to the NationalAcademy of Sciences of Ukraine, while the Ministry of Education of Ukrainereceives up to 10%, the Ministry of Industrial Policy of Ukraine – 9 to 10%, and the Ministryof Energy and Coal Industry of Ukraine – up to 8% only. Ukraine’s Energy Policy EEP2013 Developed and adopted laws inrenewable energy systems: • The Law of Ukraine “On Power Energy” (1997) as amended in 2000. • The Law of Ukraine “On Alternative Sources of Energy” adoptedin February 2003. • The Law of Ukraine “On Combined Heat and Power Production(Co-generation) and Utilization of Dump Energy Potential” adoptedin 2005. • The Law of Ukraine “On Amendments to Certain Laws of Ukraine Concerningthe Introduction of a Green Tariff” adopted in 2008. Energy Strategy until 2030(approved in 2006) The Strategy states the following main goals: - to promote environment for a sustainable and high-quality energy supply; - to ensure reliable and sustainable functioning and efficient development of theenergy industry; - to cut down energy dependency; - to cut down energy intensity; - to reduce environmental impact and ensure civil safety; - to integrate the Ukrainian power industry into the European system, to expandpower exports and strengthen the country’s position as a gas and oil transitcountry. electricity production from renewable energy sources will increase up to 1.6 billion kWh in 2020 and to 2.1 billion kWh in 2030. Ukraine’s Energy Policy Target State Technical Programs EEP2013 “Energy and power efficiency” as research and technologypriority area in Ukraine until 2020: • co-generation technologies to enhance efficiency of heat andenergy supplies for industrial companies and households; • alternative energy sources for heat supply to households andmunicipal facilities; • new types of fuels to substitute oil and natural gas; • environmentally friendly burning technologies to enhanceefficiency of fuel chemical energy utilization; • energy saving heat-pumping technologies to utilize low-gradeheat; • resource extension and less energy-intensive equipment in powerengineering. International Research Cooperation in Energy EEP2013 Memorandum of Understandingon Cooperation in the Field of Energy between the EU and Ukraine(MoU) signed on 1 December 2005 five specific areas: • nuclear safety; • integration of the electricity and gas markets; • enhancing security of energy supplies and transit ofhydrocarbons; • improving efficiency, safety and environmental standards of thecoal sector; • Increasing cooperation in energy efficiency and promotion of RES. Research Institutionsin terms of FP7 Energy ThematicArea EEP2013 Hydrogen and Fuel Cells Interdisciplinary research on the target programme FundamentalProblems of Hydrogen Energy (http://www.nas.gov.ua/programmes/hydrogen/EN) is carried out in three directions: Production of Hydrogen,Hydrogen Storage and Using of Hydrogen. More than 25 institutionsrepresenting 10 NASU departments (Mechanics; Geosciences;Physics and Astronomy; Physical and Technical Problems of MaterialsScience; Nuclear Physics and Power Engineering; Chemistry; GeneralBiology; Biochemistry, Physiology and Molecular Biology; Economics)are involved into more than 65 research projects which have beenimplemented within this program. Overall challenges for R&D and innovation EEP2013 • extremely low level of replacement of aging manpower, outdated scientific equipment in research laboratories; • inability to use the resources and inputs from the R&D system to generate wealth-creating outputs for generating commercially viable results effectively; • lower level of internationalization of science than in neighboring Central and Eastern European countries; • need not only a major transformation within the R&D system, but also important changes in the wider ‘environment’; • relatively weak stimulus for large industrial enterprises to increase their innovation activities because of underdeveloped regulations in a variety of areas, including the protection of IPR; • lack of adequate legal protection for intellectual property rights, especially in foreign countries. Barriers for innovation EEP2013 • In Ukraine’s industrial sector: • outdated basic production assets and urgent needs of their modernization; • low competitiveness of domestic industry production; • poor awareness about R&D and innovation projects existing in academic, branch and higher education institutions; • low stimulation of demand for R&D results from the side of industry caused by limitation of internal investment resources to adopt new technologies and innovation for retrofit of production; • In Ukraine’s financial sector: • undeveloped market of services for financing in innovation (venture funds, business-angels, seed capital); • lack of stimulus to invest in innovation projects (national, regional and municipal programs are not provided preferences for investors of innovative projects); • In the field of state regulation: • imperfect existing system of tax relief, exemptions and subsidies for innovation activity of enterprises including innovation support infrastructure (e.g. - technology and science parks, business incubators and etc.) • unavailability to provide regulatory and financial state input for participation of Ukrainian researchers, S&T institutions, innovative SMEs on the equal basis in the science-technology international cooperation programs.
