2. Purpose of This Session • Highlight the main components of statewide grades 3–8 Ohio Achievement Tests (OAT) for 2008–2009 • Highlight the changes in schedules and procedures regarding the OAT for 2008–2009

3. Grades 3–8 Achievement Testing Dates • Fall Testing • Grade 3, Reading: October 6–10, 2008 • Spring Testing • Grades 3–8 all subjects: April 20–May 8, 2009 (not a three-week test window) • No summer tests for grade 3 Reading; however, summer intervention offers are still required

4. Grade 3 Reading Fall 2008 Schedule • Districts may begin the test administration any day during the week of October 6–10; ODE does not dictate a beginning date. • Any day after the initial administration is a make-up day; for example, for a test given on Monday, Tuesday–Friday are make-up days.

5. Grade 3 Reading Fall 2008 Results • Grade 3 Reading results, downloadable data and paper hard copy reports, shipped to districts November 14, 2008 • Grade 3 Reading results, interactive online report, available November 28, 2008 • Late batch results available December 15, 2008

6. Grade 3 Reading Fall 2008 • No field-test questions will be used. • One form only; will not be designated as form. • There is no Form A for the fall grade 3 reading test.

7. Grade 3 Reading Fall 2008 Special Versions • Braille test booklet • Large-print test booklet • English audio CD • Read aloud—test administrator reads the test aloud to student • NO foreign-language CDs—districts may have translators at the district’s expense

8. Data Submission to Test Vendors for the OAT—Needed for Accurate Score Reports Class score report data can only be reported according to information contained in these three columns in the Pre-ID file for Reading test results. Sample Pre-ID data:

9. Spring 2009 OAT Administration • Eighteen operational achievement tests • Embedded field-test questions—will have Forms A • Centralized pickup at designated district location

10. Spring 2009 Dates April 20–May 8 • Test window is not a three-week window. • Districts may choose a starting date: April 20, 21 or 27. • NOTE: April 27 allows four testing days, initial administration must be completed by May 1.

11. Spring 2009 Schedule Administration rules: • All administrations must begin with the Reading test. • Test administration must follow this sequence: R, M, W, Sc, SS. • Initial test administration must be completed within the first two weeks or by May 1.

Administration rules (cont.): • Tests administered during the initial two weeks must be picked up on Friday, May 1— “rolling pickup” • The starting date for each grade-level test administration must be district-wide (e.g., all grade 3 Reading on same day throughout the district).

13. 2009 Schedule (Cont.) • Any make-up test must be administered within nine calendar days of the original testing day. • Any make-up tests given during the week of May 4 must be returned by Friday, May 8.

14. 2009 Schedule “Rolling Pickup” • Determine when materials are picked up: • If the district’s total enrollment in grades K–12 is less than 2,500, pick-up will be May 1. • If the district’s total enrollment in grades K–12 is 2,500 or more, but less than 7,000, pick-up will be May 4. • If the district’s total enrollment in grades K–12 is 7,000 or more, pick-up will be May 5.

15. Spring 2009 Results • Electronic results available June 15. • Hard-copy reports shipped to districts June 29.

17. Spring 2009 Special Versions • Foreign-language CDs: • Spanish • Somali • Japanese • Ukrainian • Korean • Translator—reimbursed rate of $75 per test per student

18. Spiraling—Multiple Forms • Test booklets will be spiraled within the shrink-wrapped packages that are distributed to schools. • Multiple forms of test booklets (between three and seven) will be assigned to each school building. • Each test book will contain identical “operational” test items used for assigning scores to students.

19. Spiraling (Cont.) • Each test form has different embedded sets of field-test questions that are used for item development and possible placement on future tests. • Field-test items are not used in student scores.

Spiraling (Cont.) • Within a classroom, three to seven different forms of test booklets are distributed to students. • Certain accommodations require matching test forms—for example, using a read-aloud method, an English audio CD, a foreign language CD, a Braille version, a large-print test booklet.

21. Spiraling (Cont.) • Sufficient quantities of Form A test booklets must be ordered in February when ordering special versions of tests • NOTE: All special versions of OAT are based on Form A for that grade and subject.

22. Release of 3–8 Achievement Test Items • Public release of tests July 1. • All 18 achievement tests are partial item release. • No full release for any test.

23. Educational Choice Scholarships Students eligible to apply for EdChoice are currently attending a public school that has been rated in Academic Emergency or Academic Watch for two of the past three years. 

24. EdChoice (Cont.) Use of SSID: • It must be included on the state assessment. • If it is not on the test, this will delay the process to confirm that the student took state assessment. • Non-confirmation will cause the student to lose the scholarship. • The SSID is on the EdChoice application.

26. Accelerated Testing and OAT Test administration procedures: • Students testing as accelerated must be identified • in the Pre-ID file or • By the appropriate bubble on demographic page or • Record Changes System (NCS SchoolHouse®) • Failure to properly identify students as “accelerated tester” will delay processing and reporting
