Background • Quick Start Resources (QSRs) are resources that can start and be at HSL within 30 minutes of receiving notice (exact definition to be developed by the QRTF) • QSRs are typically CTs and Reciprocating Engines that can fully deploy in 10 minutes • QSRs typically have very low startup cost but higher operating costs (compared to CCP) • QSRs are ideal for responding to high prices due to system-wide or localized scarcity • Much of the value of QSRs is derived from this ability to quickly respond to high prices
Background • If a QSR is offered but not awarded in the DAM, the QSR is likely to be the first to be RUC-ed on if it has any impact on solving the anticipated problem • Thus, QSRs would loose half their value (RUC Clawback) and ERCOT loses a valuable tool for forecast uncertainty if QSRs are RUC-ed earlier than necessary • QSRs are available to ERCOT for dispatch with just 30 minutes – so there’s no need for ERCOT to RUC such units many hours before they’re needed – but may provide an “advisory” (similar to decommitment) to allow QSRs to self-commit or make fuel arrangements if QSRs selected by RUC • Protocols give ERCOT flexibility to decide which Resources to commit from those recommended by the RUC process
Possible Solutions to Explore by TF • Specify in the RUC Procedures that ERCOT provide an “advisory” (similar to decommitment) to allow QSRs to self-commit or make fuel arrangements if QSRs selected by RUC several hours prior to when the QSRs are needed (preferred) • Or, QSEs use status code “ON” for all hours except the next hour for which status should reflect actual planned operation • Or, other solutions the QRTF can explore
