Outline • Topics discussed at GPS Workshop in May 2002 • TCCA position on some topics • Discussion of each topic IFR GPS Installation Certification
Approved Model List STC • The AML STC will address the issue of a common, streamlined approach to certification for a large number of IFR GPS installations. • This presentation looks at the other IFR GPS installations. IFR GPS Installation Certification
Use of Specified Data • Specified data has been used for installation of radios and VORs. Some IFR GPS installations may be installed in the same way … and some can not. • TCCA is investigating the criteria and process for the installation of IFR GPS. IFR GPS Installation Certification
Potential Criteria for Application of IFR GPS Streamlined Process • Normal or VLA category airplane • TSO C129a Class A1, A2; C146a Gamma Class 1 • GPS drives a dedicated course deviation indicator (CDI) in the primary field of view • GPS can not drive a cross-side display • GPS provides guidance to an autopilot only when enroute and only for lateral deviation IFR GPS Installation Certification
Potential Criteria for Application of IFR GPS Streamlined Process (continued) • No installation-specific instructions are required in a Flight Manual Supplement • No change is required to the Instructions for Continued Airworthiness IFR GPS Installation Certification
Part 27 IFR Installations • TCCA Position: The criteria for acceptable human factors and autopilot interactions are sufficiently different between fixed- and rotary-wing that the recommendations of the GPS Working Group can not be applied to Part 27 IFR GPS installations. The Policy Letter will not include helicopters. IFR GPS Installation Certification
TSO C146a IFR Installations • TSO C146a equipment can support three types of approaches: LNAV, LNAV/VNAV (APV) and APV II. • TCCA Position: The installation requirements for C129a equipment are appropriate for C146a Gamma Class 1 equipment and existing guidance supports certification of Gamma Class 1. IFR GPS Installation Certification
Criteria for IFR GPS Annunciators • The Policy Letter will define: • Criteria for the location of annunciators • Criteria when annunciators are not required • Criteria will presume the GPS control and display unit is mounted in the radio stack immediately adjacent to the pilot’s position. IFR GPS Installation Certification
Principles for Specified Data • Data provided by the equipment manufacturer must address the elements of the installation necessary to maintain compliance to the basis of certification or it can not be used as specified data. • TCCA position: The Policy Letter will include criteria to be satisfied by equipment installation instructions to be used as specified data. IFR GPS Installation Certification
Flight Test for IFR GPS Installed to Specified Data • The criteria for using specified data is such that a simple flight test plan is sufficient. • TCCA position: Every IFR GPS must be flown to demonstrate proper function when installed. IFR GPS Installation Certification
Persons Qualified to Witness Flight Test • TCCA position: The current provisions of ACPL 17 4.10.2 will be retained. The designation of the individual to witness IFR evaluation flights will be by letter from the RMAC. IFR GPS Installation Certification
The Size of the Box Balancing Modest steps and well-defined scope with a known publication date and Practical process with wide applicability but unknown publication date IFR GPS Installation Certification
Discussion • Introduce the authors of the Policy Letter • Respond to questions about the positions taken by TCCA • Work through a list of topics that we think will help us continue writing the Policy Letter IFR GPS Installation Certification
List for Discussion • Combination of Approved and Specified Data • Compliance with Operating Regulations • Removal of ‘Not for IFR’ Limitation Data • Oversight of AMOs Using Specified Data • Multi-Function GPS Equipment IFR GPS Installation Certification
