Përgatitur nga Agjensia Kombëtare e Shoqërisë së Informacionit E-government …? - eGovernment is about using the tools and systems made possible by Information and Communication Technologies (ICTs) to provide better public services to citizens and businesses. - Effective eGovernment also involves rethinking organisations and processes, and changing behaviour so that public services are delivered more efficiently to the people who need to use them. Implemented well, eGovernment enables all citizens, enterprises and organisations to carry out their business with government more easily, more quickly and at lower cost.

  6. National Strategy for ICT First strategy on ICT was approved in 2003 New strategy approved by CoM. New strategy is based on eEurope Action Plan; EU i2010 Albania is a signatory of eSEE Agenda and eSEE Agenda +, which are regional initiatives in line EU i2010 Main objectives are: Improvement and completion of legislation relevant to Information Society. Encouragement and support for the development of the Information Society’s infrastructure Encouragement and support for the development of the private sector Increase the level of knowledge and information in relation to the Information Society and coordinate joint action among State and citizens

National Strategy on Information Society Vision: The progress of Albania towards a knowledge based society through a sustainable development that would lead to a society where all citizens benefit from the telecommunications and information technologies with the aim of increasing the level of knowledge, effectiveness and transparency in the public administration.

Përgatitur nga Agjensia Kombëtare e Shoqërisë së Informacionit Legal Framework • Albania has made progress in the process of approximating its legislation and policies to the acquis communautaire as following: • New Law on “Personal Data Protection” (No. 9887, date 10. 03. 2008), was adopted in conformity with 95/46/EC directive; • Law on Electronic Signature (No. 9880, date 25. 02 .2008) was adopted in conformity with EU experiencies( 99/93/EC directive); • Some ammendement in the Law No. 7895 date 27.1.1995 “Penal Code of Republic of Albania” are approved during 2008 is in conformity with Cybercrime Convetion • New law on electronic communications No 9918 was approved on 19th May 2008 by the Parliament. This law is in conformity with EU directives (2002 package). • New law on electronic commerce was approved on 11th of May 2009 • Etc.

  10. NAIS Role & Activities Guiding the implementation of the National ICT Strategy Coordinating the development of the state information systems, by implementing modern ICT capabilities. Plan, coordinate and develop projects in areas of the Information Society, including electronic government Transform the operation of the Government institutions through the introduction and usage of innovative ICT tools in order to: Fight corruption in daily work practices Improve the transparency of Government’s work Increase and improve the citizen-centered services Promote ICT as an integral part to the delivery of government information, services and processes while having cost effectiveness and efficiency

  11. Partners / Projects - UNDP E-Schools Program for Albania focuses on the installation of computer labs in all Albanian public schools. The project is in progress with UNDP & MES Nr. of Schools: 2,900 Nr. of Students: 465,000 Ration PC/Student: 1/45 ENEA (Education Network of Albania) focuses on providing broadband service to all schools in the country Working Group led by Deputy PM

Direct impact in the future of the country E-Gov – Priority of the Albanian Government

Recent e-Gov Developments in Albania Treasury System – Computerized System for Public Finances, financed by WB NCR – for business registration established E - taxes – modernisation of tax system HRMS – HR Management system, DoPA E-Custom – ASYCUDA, modern data processing system Health System Modernization – Financed by WB, $2 M dedicated to HMIS ALUIZNI – Legalization and Urbanization of Informal Areas/Buildings – In progress etc
