  1. COMITATO NAZIONALE ITALIANO 42th CIGRE General Session Paris, 24-27 August 2008 Study Committee C1 System Development & Economics Report on CIGRE General Session and Study Committee Meeting

  2. Summary • Recall of the SC scope and organisation • Summary of the SC Session in Paris • Outcomes from the SC meeting in Paris • Preferential subjects and special reporters for 2010 CIGRE Session • Ongoing and new WG

  3. Scope of the SC: • The scope of SC C1 is to study economic and system analysis methods important for the development of power systems and to assist utilities to find the best solutions in various evolving, competitive and unbundled conditions in the context of the overall • energy supply system • and with • - social and environmental considerations.

  4. Regular members Observer member Esperts Organisation of SC C1 Organisational structure: • System development • Business management • Asset management • Tutorials Advisory Groups(permanent): Working Groups (temporary): presently: 7 WG + 1 JWG + 2 WG being launched

  5. new new new new SC organisation Phil Southwell (Western Power – Asutralia) takes over the chairmanship Peter Roddy (NGT – UK) confirmed as secretary • Advisory Groups: • System development: Leslie Bryans (UK-North Ireland) • Business management: Konstantin Staschus (DE) • Asset management: Eric Rijks (NL) • Tutorials: Keith Bell (UK-Scotland)

  6. Summary of the SC Session in Paris

  7. Summary of the SC Session in Paris Preferential Subject 1: "Development and justification of transmission investment" ·Development of capital expenditure plan, business organisation, performance indicators · Influence of market development on the decision process: economic vs non-economic, probability, level of coordination ·Investment decisions: risk management, influence of new technologies, methodologies

  8. Summary of the SC Session in Paris Preferential Subject 1: "Development and justification of transmission investment" Although, at the onset of market liberalisation, there were fears that planning would become restricted to the short term, the reality is that long term planning persists and, indeed, is more advanced and robust that ever. Typically, long term planning involves not only the TO/ SO but also regulators, national governments and federal governments. In recent years, much greater emphasis has been placed on consulting with the public.

  9. Summary of the SC Session in Paris Preferential Subject 2: "Design strategies to make power systems resilient to failure including tools to enable effective planning” Discussion centred on the use of new and existing sources of reactive power in the context of a forecast significant increase in the use of cables, particularly in metropolitan areas. ·Spontaneous contributions surrounded the options for contracting for reactive power in a high wind penetration environment and/ or with extensive use of undergrounding.

  10. Summary of the SC Session in Paris Preferential Subject 3: “Adequacy and security in generation and transmission in the context of the future generation mix and location" As wind penetration deepens, there is a clear need to develop new methods to evaluate and report on reliability. Furthermore, tradition indices such a LOLE are no longer sufficient.

  11. Outcomes from the SC meeting in Paris

  12. Key issues • Changing factors and techniques in long-term system planning and asset management for a carbon constrained future (see preferential subjects for 2010) • Innovative techniques to speed up the implementation of new links. Environmental contraints driving towards non-conventional solutions (see the experience of Nordel: Southwest link) • Coordinated planning at pool level (UCTE, NORDEL, BALTSO) and now at continental level (launch of the ENTSO-e)

  13. Location of next SC meeting Guilin City (China) 28-30 October 2009 together with SC C2 and C5 International Symposium Operation and Development of Power Systems in the New Context Deadline for Abstracts: 15th December 2008 (!!!)

  14. Other important CIGRE event (joint with IEEE-PES) Symposium on: Integration of wide-scale renewable resources into the power delivery system Calgary (Canada) 29-31 July 2009 Abstracts due before: 15th September 2008

  15. Preferential Subjects for 2010 and Special Reporters

  16. Overarching theme: “System planning and asset management in a low carbon future”

  17. PS1 What are the solutions for planning power systems in a low carbon energy future? -System design -New technologies -Stakeholder management / education -Reliability, social and economic impacts Special Reporter: Bruno Cova (CESI-IT)

  18. PS2 What new business processes are necessary to support / facilitate power system design in a low carbon energy future? –Integrated transmission and distribution planning –Multi-regional / multi-national planning –Widespread use of electric transport and energy storage –Alternative security standards –More grid operational flexibility Special Reporter: Juan-Francisco Alonso (REE-ES)

  19. PS3 What are the asset management challenges/ strategies (replacement, refurbishment and maintenance) in a low carbon energy future. -  trade-off between asset management, system reliability and integrating renewables -  enhanced information needed -  dealing with flatter load profiles, active distribution networks, uncertain generation, integration of new technology Special Reporter: Christophe Druet (ELIA-ES)

  20. Ongoing Working Groups

  21. Recently completed Working Groups • C1.7 - Managing the complexity and uncertainties of load, generation and markets in system development planning. (Richard Wakefield - USA) – Completed- Awaiting publication • C1.9 - Planning issues for newly industrialised and developing countries: Africa (Riaz Vajeth – South Africa) • C1.10 - Review the document ‘CIGRE Glossary of Terms Used in the Electricity Supply Industry’ (Anca Popescu –Romania; William Reinke - USA). Completed - Awaiting French translation • C1.11 - Asset management – performance benchmarking (Joe Toneguzzo - Canada). Completed - Awaiting publication

  22. Ongoing Working Groups

  23. Further Working Groups being launched after the SC meeting WG C1.xx: Green field network design ignoring existing constraints– Convenor: Hiroshi Suzuki (JP) An ideal network design that optimally suits the challenges facing current power system planners with out incorporating the historical limitations of existing power systems. High efficiency, high reliability, low emission of carbon, and high flexibilityare addressed. Neglected constraints on finance, compatibility, etc. WG C1.xx: Transmission investment decision points and trees– Convenor: Ronald Marais • Establish if and how target network are used to identify future scenarios and if decision points and decision trees for critical transmission expansion are generated per scenario. • Analyse how the decision trees and points are used to represent the network development requirements with critical approval dates. • Develop a general guideline on the various methods to determine decision points and create decision trees from target networks.
