Market Assessment Action Plan (MAAP) Overview and Update on the: Deputy Director’s Report: February 7, 2006 Sustainability and Markets Committee Deputy Director’s Update report
Action Plan Summary • Evaluate the Flow of Materials within the State • Focus on Pilot Program Counties • Who benefits from effort • CIWMB • Local Governments • Businesses
Nature of Priority • The MAAP Effort will help shape the CIWMB’s future focus on waste diversion. • Identify barriers and future opportunities for market development • Identify diversion infrastructure • Identify barriers to increasing diversion and achieving zero waste
Nature of Priority (con’t) • Develop a methodology to use statewide • Help CIWMB to better focus assistance • Focus future Waste Characterization Studies
Outline of MAAP Tasks • Identify material types to evaluate • Gather CIWMB based data and develop contact lists • Develop preliminary material flow charts • Define geographic areas • Develop survey tool
Outline of MAAP Tasks (con’t) • Perform site visits • Compile data • Analyze data/Develop conclusions • Review and critique overall efforts and results
1. Identify Disposed Material Types • Paper • Corrugated (6%) • Newsprint (2%) • Miscellaneous Paper (remainder composite) (6%) • Organics • Food waste (15%) • Green waste ( 7%)
1. Identify Disposed Material Types (con’t) • C&D (18%) • Plastic (1-2%) • pete • hdpe • Misc. containers • Plastic Film (2-4%) • (Note: materials account for approximately 50% of the disposed waste stream)
2. Gather CIWMB Data and Develop Contact Lists • CIWMB staff evaluated existing • Studies • Reports • Databases • Industry contacts • Infrastructure information • Developed list of key contacts • Etc.
3. Develop Preliminary Material Flow charts • Using existing data and knowledge the MAAP team developed a series of flow charts using available data. • Flow charts are preliminary • Flow charts will be verified during site visits
Flow of Film Plastic • Transport Packaging and non-bag commercial/industrial film
4. Define Geographic Areas • Original proposal suggested looking at entire state • Through the collective efforts of the team a “pilot” study was developed.
Pilot Program Area MAAP Team selected four (4) counties with different characteristics: Marin San Francisco Sacramento San Joaquin
5. Develop Survey Tool • Have developed draft surveys • Working with contractor to review, evaluate, and refine to assure survey completeness.
Future Efforts 6. Perform Site Visits • Once survey is finalized Board Staff will gather survey information through visits with: • Local governments • Generators • Haulers • Processors • Others Follow-up, as necessary, to obtain data
Future Efforts (cont’d.) 7. Compile Data & 8. Analyze Data/Develop Conclusions
FutureEfforts (cont’d.) • Review and Critique Overall Efforts and Results: • Assess how well data shows flow • Identify barriers • Modify procedures to reduce or eliminate barriers • Report back to the Board on findings and recommendations for future work
Pilot Data Integration and GIS Study • Board allocated contract funding ($75,000). • Working with IMB to develop a GIS mapping system to show the flows of materials as well as facility locations. • Will provide updates in future Deputy reports as it progresses.
Timeline Completed • Identification of materials types • Development of contact lists • Identified pilot areas Partially completed • Development of survey
Timeline (cont’d.) Future • Site visits • Compile data • Analyze data • Critique and development of recommendations • Develop GIS
