Background Section 5 (1) of Ontario Regulation 310/16, Ranked Ballot Elections, states that, before passing a By-law with respect to Ranked Ballot Elections, the Council of a municipality shall consider the following matters: • The costs to the municipality of conducting the elections • The availability of technology, such as voting equipment and vote-counting equipment and software, for conducting the elections • The impact the proposed by-law would have on election administration

Council Report At the Regular Council Meeting of February 13, 2017, Administration presented a Report to Council that gave a background of the Municipal Elections Modernization Act, 2016, or Bill 181, with a focus of providing information on Ranked Ballot Elections. This report detailed the following subjects: • Current Voting System • What is Ranked Balloting? • Instant-Runoff Voting • Single-Transferable Voting

Open House Pursuant to Section 9 (1), of Ontario Regulation 310/16, Ranked Ballot Elections, before passing a By-law with respect to ranked ballot elections, the Council shall ensure that the following information is made available to the public with respect to the proposed By-law.
Open House • A detailed description of how the elections would be conducted, including a description of how votes would be distributed to candidates based on the rankings marked on ballots • An estimate of the costs of conducting the elections • A description of the voting equipment and vote-counting equipment, if any, that is being considered • A description of any alternative voting method being considered
Open House • This information was provided during an Open House on March 16, 2017. Three sessions here held at the Cornwall Civic Complex on this date: one in the morning, one in the afternoon and one in the evening. A total of approximately twenty people attended these sessions. • The Ministry of Municipal and Housing Affairs provided the attendees with a description of how votes would be distributed to candidates. • The City Clerk provided an estimate of the costs and alternative voting method.
Public Meeting Pursuant to Section 11 (1) of Ontario Regulation 310/16, Ranked Ballot Elections, before passing a By-law with respect to ranked ballot elections, the Council shall ensure that a public meeting is held in accordance with this section in respect of the proposed By-law and shall ensure that any person who attends the public meeting is given the opportunity to make representations in respect of the proposed By-law.
Public Feedback At this time, any person who is in attendance of this Public Meeting will be given the opportunity to make representations in respect of the proposed By-law.
Decision on Ranked Ballots Council, at its Regular Meeting of Monday, April 10, 2017, is being requested to make its decision to move to Ranked Ballot Elections or not. The last day to pass a By-law to authorize Ranked Ballot Election is May 1, 2017.
