Millenniun Development Goals • 1: To eradicate extreme poverty and hunger • 2: To achieve universal primary education • 3: To promote gender equality and empower women • 4: To reduce child mortality rate • 5: Improve maternal health • 6: To combat HIV/AIDS, malaria, and other diseases • 7: To ensure environmental sustainability • 8: To develop a global partnership for development
THE MDGs A vision for development in which HEALTH is squarely at the centre. • Three of the eight goals, • Nine of the eighteen targets, and • Eighteen of the forty-eight 48 indicators Relate directly to HEALTH
CARICOM welcomes the MDGs CARICOM SHARES THE VIEW THAT: • The objective of development should be to create an enabling environment in which people can develop their full potential and lead productive, creative lives in concordance with their needs and their interests.
Challenges to Development of Effective Services (WHO) • Inappropriate Laws • Overcrowding of facilities • Limitation of Human Resources • Poor, attitudes and interests • Lack of baseline data • Over centralization & overspecialization • Absence of sound policies
POLICY QUESTIONS 1-5 (WHO) • Does the policy promote the development of community-based care? • Are services comprehensive and integrated into primary health care? • Does the policy encourage partnership between individuals, families and health professionals? • Does the policy promote the empowerment of individuals, families and communities?
POLICY QUESTIONS 6-8 • Does the policy create a system that respects, protects and fulfills the human rights of people with mental disorders? • Are evidence-based practices utilized wherever possible? • Is there an adequate supply of appropriately trained service providers to ensure that the policy can be implemented?
POLICY QUESTIONS 9-11 • Are the special needs of women, children and adolescents recognized? • Is there parity between mental health services and other health services? • Does the policy require the continuous monitoring and evaluation of services?
POLICY QUESTIONS 12-14 • Does the policy create a system that is responsive to the needs of underserved and vulnerable populations? • Is adequate attention paid to strategies for prevention and promotion? • Does the policy foster inter-sectoral links between the mental health and other sectors?
