The NY Tributary StrategyApproach Chesapeake BayJim Curatolo, Watershed Coordinator Upper Susquehanna Coalition
Upper Susquehanna Coalition • Coalition based on state law • 16 Conservation Districts in NY, 3 in PA • 7500 square miles • USC implements nonpoint source projects to address watershed issues
How did we use the Implementation Grant Funds? BMP Data collection Staff Support Watershed Coordinator GIS Specialist Wetland Coordinator Two Tributary Strategy Specialists Outreach Specialist Stormwater/Floodplain Manager Implementation - wetlands, grazing
Track Progress? One way:USC drains to CBP Calibration Station at Towanda
AgricultureDairy Track progress through GIS BMPs are point data collected per CBP BMPs implemented at the USC level: Prescribed Grazing Buffers Cow exclusion At County level other BMPs implemented
Chemung County, NY 121 Farms Assessed through the NYS AEM Program 23 Dairies 2,630 Cows, Heifers, and Calves 2,470 Animal Units Average Dairy Cow Weight 1,255 lbs 7,399 Tillable Acres 1,382 Pasture Acres - 1,146 Acres of Prescribed Grazing
Few Nutrients will leave this field Fencing can reduce P loading by 30% and greatly reduce bank erosion
Dairy and Beef Prescribed Grazing Farms - Probably about 500 at present
AgricultureAccelerate Pace? USC would cost share headwater state Ag projects by providing match (USC secures at least 25% of all NY Ag funds yearly) We work with NRCS on Farm Bill BMPs Will Support NY NRCS with “Rapid Watershed Assessment” of Susquehanna Basin New 5 year CBP Implementation Grant will support an Ag Engineer for BMP designs
There are 17,000 mi. of Roads versus 13,800 mi. of Streams in the USC
Hydroseeding Program- Road Bank Stabilization Estimated soil loss of 99 tons/bank mile/year District stabilizes approximately 15 acres / year of road banks BEFORE AFTER
Stream Corridor Rehabilitation Accelerate Pace? USC is a “line item” the NY State Environmental Protection Fund - a dedicated fund for @ $250m in 2008 US Army Corps is interested in helping USC Stream Team work on stream habitat improvement projects
Wetland Functions • Capture runoff - less flooding • Reduce peak stream flows - less erosion • Remove sediment - improve water quality • Provide wildlife habitat - increase diversity
Accelerate Pace? Funds from USFWS Partners, EPA, NY grants WRP: we find sites and help cost share with state funds Mitigation Projects, Mitigation Banking Wetland Endowment and The Wetland Trust.org USC volunteers to Champion Wetlands for CBP
