EIB co-funding of the EU Water Facility The EIB submitted nine applications, of which eight have been selected and one re-categorised Category A: one technical assistance project selected for EIB – ACP Water Project Preparation Fund (WPPF) Category B: seven investment projects selected with EIB as applicant/co-donor (EUR 320m cost/ 130m loan) - Senegal, Benin, Ethiopia, Malawi, Mozambique, Lesotho, Madagascar Round Table on "New Finance for Sanitation" at the AfricaSan Conference, Durban
Example: Maseru Wastewater, Lesotho • 100,000 direct beneficiaries, sanitation coverage to increase from 49 to 85% (2007-12); • Water and Sewerage Authority (WASA) is fully responsible for procurement, implementation, operations, cash-flow, financial management; • Total costs EUR 28.6m, of which 15% from GoL, 35% EUWF, and 50% EIB; • Technology mix for affordable sanitation: • Middle-income (26%): connection & plumbing • Low-income (34%): water closet, no plumbing • Urban poor (40%): subsidised VIPs • Reduced or no sanitation tariffs for (2) and (3), revolving fund for supporting house owners • One WWTP refurbished, one WWTP new • National Sanitation Plan for Lesotho Round Table on "New Finance for Sanitation" at the AfricaSan Conference, Durban
WPPF Basic Facts • Budget EUR 3m (75% EUWF, 25% EIB) • Duration 3 years 2008-2010 • All contracts procured, signed and supervised by EIB Objectives: • Contribute to achievement of MDGs for watsan • Support the objectives of the EUWF: ownership, innovation, integrated approach, equality of access; • Increase the effectiveness of ODA Support the preparation of more than eight water and sanitation projects; focus on urban and peri-urban areas Round Table on "New Finance for Sanitation" at the AfricaSan Conference, Durban
Conclusions • EIB ready to co-fund water and sanitation projects in ACP and beyond, that are “bankable”; • Suitable blending of loans and grants is important and supports sustainability; • New WPPF is ready for project preparation, in order to (fine-)tune projects for loan and grant support.
