This proposal aims to address the social needs of the population in Municipality of Florence, focusing on health promotion, older people, disabled people, younger than 18, immigration, and social inclusion. It outlines specific projects and initiatives in each area to improve the quality of life and well-being of the residents.

Introduction • This is the presentation of the main proposal to ENSA Network in connection with the activities of Municipality of Florence – Social Department Service and Sport in the areas: • Health Promotion • Older people • Phisical and mental disabled people • Younger than 18th years old • Immigration and social inclusion • Young people
The City of Florence • Main Statistical data: • Population: 365.659 inhabitants with 178.509 family units • Life expectancy of the population: • 79,6 years old for the men • 84,5 years old for the women • Death causes: • 36,4% for Circulatorie diseases; • 30% for Tumoral diseases • Changes Gross Domestic Product (GDP) 2006 – 2007: • 1% (Italy level) • 1,2% (Tuscany level) • Quality of Life: • 12th on 103 Cities at national level and 1th for cultural activities
Health Promotion • Project to be approved: • Planning actions for health promotion and equity in health at local health authorities and municipalities level • Health program 2008 - 2013 • This project, where Municipality of Florence is partner, wants to give a contribution to “European Publlic Health System” exploring a bottom-up approach which underlines the role of local health authorities and municipalities cooperation as a tool of application, implementation and closing the gap between evidences and decisions, improving communication,sharing responsabilities among different institutional levels (UE,States,Regions,Local Health Authorities and Municipalities,NGOs and Foundations, such as those that belong to religious orders) social (trades, associations) science (researchers,universities,academia)and public policy makers.
Older People • The population of Florence with more than 65 years old is the 25%. The Aging index of Florence is 226. This statistic is much higher than the national average of 143. • In front of the social needs, the institutional social workers write the “Individual Care Plan”. This Plan aim to the maximum preservation of the home living, with tools as financial benefits, home care, semi-residential care with a view of global – care. • The residentian care is the last resource with the loss of total self-sufficiency. • In the Prevention Phase and with the collaboration of the Third Sector, is promoted the socialization, the aggregation, the leisure and a lifestyle appropriate, through an extended organization of social enlarged.
Older People Project To be submitted: • NAD – Network Against Alzheimer disease; • This project aim to develop an integrative model of health and social services and to design a new good practice model for the treatment of Alzheimer’s disease .
Disabled people • More than the 6,2% of the population of Florence are disabled and a furthermore 2% of the population is aided by specialist services of Mental Health • For these people the services actually activated are: • Economic contribution for indipendent living • Socio Terapeutic insertions • In house assistance • Social transport • Summer holidays • Permanent or temporary care house
Mental disabled people • European project to be approved: • DACTIVE. – Municipality of Florence manage the Social – Education Center for mental disabled people … • EACEA – Long Life Learning Program (2007 – 2013) • This project aim to…….
Younger than 18th years old • The population younger than 18th years old is the 13,7% of the total population. Between these the 16% is foreigner. • The social needs of these young are followed by social services together with the families with the aim of promoting the maximus educational and social development. Of the total of children followed by social services, 61% are male. • Social services support project for foreigner minor unaccomplained.
Foreigner unaccomplained minors than 18th years old Project in progress: • Nuovi percorsi di accoglienza • National Fund ANCI This project develop activities with the aim of promoting the social integration foreigner minor unaccomplained • Nuovi percorsi di accoglienza in Kosowo • EuropeAid The contest where is developed this idea is to create, in agreement with local authorities of Albania and Kosow of routes of career guidance and professional training alternatives to migration plan and specifically designed for unaccomplained minors
Immigration and social inclusion The immigrants in Florence are the 11,2% of the total of the population, more than the national average of 6,5%. The Poverty Index is 5,2% while the national index is 11,2%. Municipality of Florence realize social policies of integration with the aim to go over the typical welfare approach. The Professional Social Service define Individual Social Projects for all the citizen. They are provided for special projects for immigrants and homeless people. The Roma population sees a gradual overcoming of camps through alternative housing solutions capable of ensuring greater integration.
Immigration and social inclusion Project on progress: • T.R.A.M.E. Tessere – Ricamare. Anziani Mediatori di Esperienze • Long Life Learning Program – Grundtvig. • This project is directed towards groups of elderly women and of young women in Romania with the purpose of bringing to light knowledge and skills required for the production of handmade textiles and the commercialization of such products, with the end objective of increasing the value of these products of local craftsmanship and to participate to the social and economic develop of an important area of immigration for the town of Florence.
Immigration and social inclusion Project to be approved: • Demetra • European fund for the integration of citizens of third countries Fund – National fund. • This project aim to create an integrated system of education and working support for women with children and asylum seekers • Includiamoci • European fund for the integration of citizens of third countries Fund – National fund. • Pilot projects for the promotion of educational activities, including schools, about the phenomenon of poverty
Immigration and social inclusion • Project to be approved: • Med – I • European fund for the integration of citizens of third countries Fund – National fund. • This project want to define the definition and enhancement of the professional profile of a cultural mediator • Mixitude • European Integration Fund Call 2010 • In this project, where the Municipality of Florence is partner, the main objective is to strengthen the cooperation between city authorities and migrants.
Young people • Youth policies tend to speak to young people about their problems, but also to enhance the creative, and organizing free time, creating job opportunities, to promote cultural production and health, promote pathways to citizenship and participation in democratic processes. • The implementation of these policies through the dissemination of Youth Centres, the cooptation of integrated projects to young people addressed, the production of National Civil Service projects to bring near the young to work with people disadvantaged or with Associations who work in the territory, the creation of international cultural exchange projects.
Prevention alcohol and drugs European project to be approved: • C.T.E.S. – Coaching Teachers and Empowering Students - A model of systemic training. • Fundmental Rights and Citizenship. Drug Prevention and Information (2007 – 2013) European Program • This project aim to develop effective approaches in prevention, in particular with interactive interventions following social influence approaches and life-skills (e.g. interactive teaching, conflict handling, coping skills).
