RULEfrom the creation to the present • In 1948, the creation of National Institute of Law, Politics and Economics. • In 1975-79, the closure of all Higher Education Institutions in Cambodia • In 1992, the reopening of Faculty of Law and Economics (under RUPP) • At October 16th 2003, the creation of RULE as University

Academic Program at RULE • Graduate Degree program • Doctoral Program of Law : the 1st time for RULE (from 2005-2006) • Master in Public Administration, study in Khmer (from 2003-2004) • Master in Private Law, study in Khmer (from 2003-2004) • Master in International Business Law and Corporate Counsel, study in French and English (from 2002-2003) • Master in Business Comparative Law, study in French and English (from 2005-2006), France Diploma

Academic Programs at RULE • RULE has achieved: • The total number of law students holding bachelors of law at RULE since 1992 is 6621, in which 3080 won the scholarships of RULE • RULE continues road : • Actually RULE has 2,969 Law Students in which 2,287 are in the Undergraduate programme and 682 are in the Post graduate program (Master). • RULE’s alumni are now working in the public and private sectors.
The current issues in legal education at RULE • Ambiguity and Lost of legal system identity • Cambodia was colonized by France • Legal system of Cambodian Law traditionally is Civil Law • Now new tendency comes to integrate in the Cambodian system of law (Common Law) • Non-specialized oriented training and lack of Laws and Regulations • We need more training for our Alumni before they become professional (e.g. Lawyer, judges,…)
The current issues in legal education at RULE • Lack of academic books and research papers and teaching materials • Our library has a few academic books in Khmer, but most in foreign language. • Books in foreign Language are old. • RULE’s Research Center is not established yet. • Internet Network’s facility is still poor.
The Solutions of RULE • Reform of the Academic Program • reform academic curriculum both undergraduate and post graduate program. • Create the new special courses (Preparation Course for Entrance Exam of Professional Judge) in order to provide our alumni an opportunity to access to legal professional career. • Increasing International Cooperation • Join the ASEAN Universities Network (AUN) • Dislocate the Master Program of Business Comparative Law, from Lyon 2 (French Diploma) • Send the Law Students to foreign Alliance Universities
Proposal of RULE • If possible, we suggest that Nagoya University should do the same way as the above program of the French University Lyon 2. • We also wish to propose the Japanese Government or the Nagoya University to consider providing more scholarships to our professors and our students so that they can have an opportunity to continue their study in Japan.
