  4. REC Customer Base 210,000 US Merchant Mariners Surviving World War II Veterans National & Multi-national Corporations and Businesses 260 Mariner Training Organizations 7 Maritime Academies

  5. Changes … Centralization & New Roles New credentials New regulations

  7. Why centralize? Consistency in interpretation Reduce processing time Improve customer service Apply new technologies

  9. Providing Credentialsto Mariners On an average month: - Applications received: 6,117 - Credentials issued: 6,156 During first 9 months of 2009 - Applications received: 56,194 - Credentials issued: 56,437

  10. REC’s New Role Collect application packages Review for completeness Administer exams Oversee CG-approved courses

  11. Credentials CG Merchant Mariner Credential (MMC) TSA Transportation Workers’ Identity Credential (TWIC) STCW License Merchant Mariner Document (MMD)

  12. NEW REGULATIONS Coast Guard Application Process: • Copies of doc’s sufficient for CG • Application by mail, email, fax • Conviction disclosure only since last application • No more fingerprinting • Renew anytime before expiration of grace period • Continuity Renewal lasts forever
