Medicaid InfrastructureGrant (MIG) Funded under the Ticket to Work Funding comes from the Center for Medicare and Medicaid Services (CMS) Vocational Rehabilitation is partnering with the Division of Medical Assistance Initial funding covered four years to develop infrastructure to develop Medicaid enhancements to support employment for individuals with disabilities. Vocational Rehabilitation received additional funding in 2007, 2008, 2010. Current funding will last through 2011.
MIG Goals • Establish an Advisory Council • Design and implement Medicaid Buy-In • Develop and implement enhanced personal assistance Services • Increase employment among SSI enrollees through SSI work incentives
Advisory Council • Establish and meet regularly with a Work Incentives Advisory Council to address barriers to employment and develop a strong voice to increase employment for people with disabilities. • Includes consumers, advocates professionals, employers, policy makers.
Medicaid Buy-In Design and implement a Medicaid Buy-In program that will improve employment opportunities for people with disabilities. • Buy-In was signed into Law by Governor of North Carolina in August 05 • North Carolinas Buy-In is called Health Coverage for Workers with Disabilities • NC Division of Medical Assistance is currently implementing the Buy-in in NC. Implementation began in 2008 for people with incomes below 150% of poverty.
Personal Assistance Services • Develop and implement a comprehensive plan for enhancing Personal Assistance Services (PAS) to support people with disabilities to go back to work, work more hours, or get a better job. • Formed a PAS planning work group • CAP-Choice fully implemented across the state in 2011 via CAP-DA waiver, thus extending PAS.
Outreach Increase employment among SSI enrollees through use of existing SSI work incentives. • Provide outreach and education to consumers, advocates, family members, employers, service professionals • Coordinate efforts with NC Work Incentives Planning and Assistance project • MIG Summits were implemented to provide work incentives information to service providers.
