ERSO Security Mission • We are responsible for establishing and implementing Department of Commerce’s program for protection of Federal resources including people, property, and information. • We provide NOAA personnel and visitors with security services, and information necessary to ensure a safe and secure environment. • To have an effective program, we encourage ALL to adhere to security policies and procedures.

  6. Security Policies & Procedures • Everyone must wear a NOAA issued ID Badge above their waist at all times • Expired ID Badges will be de-activated and confiscated by Security Guards • Lost badges must be reported immediately to the Badging Office, (301) 713-3282/3282

  7. Security Guard Force • Monitor alarms and access control system • Monitor CCTV to parking garage • Check ID, inspect packages, patrol facilities and grounds • Provide escorts to garages (as needed) • Receive lost and found property • Report incidents • Assist visitors

Access to NOAA Facilities • Employees and Contractors must present valid NOAA ID’s to Security Officers • Campus Business HrsCampus Security Hrs 6am. – 6 pm. 6 p.m - 6 a.m. • If you do not have your badge, you must sign is as a visitor and receive a ONE-DAY badge • Valid Driver License or U.S. valid photo ID must be presented

  9. Access to NOAA Facilities • All visitors will sign in at the security desk and must be escorted by their sponsor at all times • All visitors must be pre-announced 24 hours in advance. A list must be e-mailed to visitoraccess.security@noaa.gov and approved • Family members must be escorted at all times

  10. Property Control • No government property may be removed from NOAA premises without prior approval and presentation of the Optional Form (OF) 7 – Property Pass • Property Inspections are conducted for accuracy

NOAA ID Badges • NOAA ID Badges are issued from the NOAA Badge Office, SSMC3, adjacent to lobby level, Monday – Friday 8:00 a.m. – 12 noon and 1:00 p.m. – 4:00p.m. • HSPD-12 requirements must be met before badge is issued, call office of security/badging office for specific requirements 301-713-3282/3283

  12. Emergency Call Boxes There are emergency call boxes. These boxes are to be used in the event of an emergency or for information. There are two buttons RED/TOP BUTTON IS FOR EMERGENCIES BLACK OR BOTTOM BUTTON IS FOR INFORMATION ONLY

  15. Security Responsibility • Employees with a security clearance and access to classified materials have the responsibility to properly safeguard and secure National Security Information • Only pass on information to individuals with the proper security clearance and on a need to know basis

  16. Access Control • Provide appropriate access request – doors/spaces • Change/provide notice when access is no longer required • Ensure badge expiration is avoided • Control access to Foreign Nationals

  18. Foreign National Visitor Program • Conduct FNV security briefings • Process Foreign National Visitor and Guest forms • Process background check on Guest Foreign Nationals • Adjudicate completed background checks

Personnel Security Program • Risk Management • Ensure ALL personnel have the proper background investigation to work in their positions • Employee Pre-appointment Suitability Determination • Contractor Fitness Determination • Initiate ALL Contractors' background investigation • Adjudicate Report of Investigations

  20. Physical Security Program • Antiterrorism Risk Assessments • Contract Guards • Security Containers • Access Control • After-duty-hour-inspections • Emergency management response support.
