  1. POSTAL TRAINING POLICY-OBJECTIVE • Training for all. • All the Civil Servants shall be provided with training to equip them with Competencies for their current or future jobs . • (a) At the time of their entry into Service/Cadre • (b) At the appropriate intervals in the course of their career

  2. TRAINING REQUIREMENTS • Besides traditional services, how India Post can play an effective role in the hand of the Govt . in delivery of the Welfare Schemes. • Each Training Programme should be based on TNA & STP • Each STP will be reviewed once in every 2 years.

  3. TRAINING PLAN FOR INSPECTORS/ASPs • Besides induction training, needs to have at least two mid service training programme of 2 weeks duration before promotion to PS, Group B. • Needs to have field visits in different Circles of India to expose them to the best practices in the Circles.

  4. TRAINING OF POSTAL ASSISTANTS/SAS • Assistant Dev. Programme -before 1st MACP • Supervisor Dev. Programme - before 2nd MACP • Sr. Supervisor Dev.Programme - before 3rd MACP PAs in Foreign Post, RLO, Circle/ Regional office, SBCO will also be subject to similar mid-career trainings.

  5. INDUCTION TRAINING OF PAs • Eight weeks for mainstream PAs (including employees of PSDs & CSDs) • Four weeks for SBCO PAs • Three weeks for Foreign Post PAs • Three weeks for PAs of CO / RO / RLO

  6. POSTMASTERS’ CADRE • Induction training of 5 weeks • Two more mid- career programmes

  7. TRAINING FOR ACCOUNTS WING • Besides Induction Training, three mid career programmes for : • Sr. AOs / AOs / AAOs • Accountants and other Gr. C employees. If PTCs are not in a position to arrange such training, Zonal Training Centres are to organise them

  8. TRAINING PLAN FOR OTHER WINGS Induction training and three (3) mid career in service programmes for all categories of staff : • Mail Motor service • Stenographers’ Cadre • Printing Press employees • Civil / Electrical / Architectural wing

TRAINING PLAN FOR LGOs • Till the time PTCs have the infrastructure to take up the institutional training of Postman / Mail guard / Mail overseers / MTS employees, such trainings will be organised by the Circles at WTCs. • Induction training and three mid-career trainings will be imparted by the WTCs based on the STPs developed by the PTCs

  10. SPECIALISED TRAININGS • Circles need to organise such trainings at WTCs for • System Administrators • Sales Executives Circles can also outsource such training to professional bodies.

  11. ROLE OF THE CIRCLES • Developing decentralised training infrastructure through WTCs/ZTCs • Posting of proper personnel and proper capacity utilisation • Undertake training of Postman / Mail guard / Mail overseer / GDS based on STPs developed by PTCs, till PTCs are in a position to take over. • Arranging training of smaller cadres

  12. Role of the Circles … contd • Undertaking specialized training programmes on Mails, Technology, BD, PLI/RPLI, Philately, Vigilance Investigation etc for ASPOs, IPOs and others • Training of System Administrators, Sales Managers and Sales Executives

  13. TRAINER DEVELOPMENT • Direct Training skill (DTI) should be attended by trainers of PTCs/WTCs/ZTCs and by sub divisional IPOs/ASPOs. • Each PTC/ZTC/Circle has to have atleast one ‘Registered Trainer’ • Develop ‘Master Trainer’

  14. Capacity building • Six new PTCs to be set up at Ajmer /Kolkata / Nagpur / Indore/ Vijaywada / Kottayam- Thiruvananthapuram • Each Postal & RMS Division to have at least one WTC • VIDEO conferencing facility at all Training centres • Training in two shifts

  15. DEVELOPING DATA BASE • Data Base on training for all employees • MIS on employees awaiting training • On-line Registration when a trainee reports to the Training Centre • Traineers’ Pool

  16. 12th FIVE YEAR PLAN • Total Projected outlay to Planning commission : Rs. 245.45 Crore. (11th Plan outlay was Rs 125.92 Crores) • Besides three mid-career development programmes for all cadres the Plan document stresses on the following • Up gradation of National Postal Academy • Engaging HR specialists at PTCs • Creation of posts for new PTCs and WTCs / ZTCs • Upgradation of existing WTCs • Training programme in other institutions of repute.
