Goals and Objectives • Goal: • The recruiter will know how to determine where migrant families and youth live and work. • Objectives: • After completing this training session, the participant will be able to: • Use appropriate vocabulary when discussing migrant moves and qualifying work; • Describe the types of qualifying seasonal and temporary employment that migrant families seek; • Identify key areas where migrant families and youth live and work; • Identify successful strategies for building and maintaining a MEP recruitment network; and • Use questionnaires and informal interviews to gather information from the network.
Out of School Youth (OSY) • Young adults, who travel with families, older relative, or crew chief, in small groups, or alone. • Also, OSY are under the age of 22, have dropped out of school, and may be working on a GED outside of a K-12 institution, or may be “here-to-work” only.
Home Base • The city/town where a migrant family lives most of the year • The city/town that a migrant family migrates from to seek employment in another place
Send and Receive • A location may either send or receive migrant workers • Send refers to migrant workers who leave a place to find work • Receive refers to migrant workers who come to a place to find work
Migrant Streams Historically, migrant workers followed one of three distinct patterns of migration: • Eastern stream – flowed east of the Appalachian Mountains • Mid-continent stream – flowed to and from Texas in all directions • West Coast stream – flowed between Arizona, California, Oregon, and Washington
Follow-the-crop migrants Workers who travel at least 75 miles to “multiple U.S. farm locations” over a 12-month period in order to work
Settled Out A migrant child or family that has stopped migrating and become permanently established in an area.
Agriculture Work • The production or initial processing of crops, dairy products, poultry, or livestock, and the cultivation or harvesting of trees • Work performed for wages or personal subsistence
Fishing Work • The catching or initial processing of fish or shellfish, or the raising or harvesting of fish or shellfish at fish farms • Work performed for wages or personal subsistence
Seasonal employment Employment that occurs only during a certain period of the year because of the cycles of nature and that, by its nature, may not be continuous or carried on throughout the year.
Temporary employment Employment that lasts for a limited time, usually a few months, but no longer than 12 months.
