  4. Consistently and simultaneously emerging themes like:- Research/assessment/capacity development/policy engagement- Governance/network facilitation- Communication/portal/publications

  5. Policy makers round table • Identification of four models of engagement with policy makers (Japan/Kenya/Tongyeong/Cebu)

  6. Declaration and positioning of RCE movement is developed
