Public Hearing Sign-in at attendance table to be added to project mailing list. A public hearing notice was mailed to known property owners within project area. Announcement of this hearing was posted to INDOT website. A media release was also issued. Legal notice publishing: Spencer Evening World August 19 and August 26

Requirement of the National Environmental Policy Act (NEPA) Requires INDOT to analyze and evaluate the impacts of a proposed project to the natural and socio-economic environments Impacts are described in environmental document Categorical Exclusion (CE), Level 4 Environmental document was released for public involvement in August 2014 Environmental Document
Purpose and need Develop a number of possible alternatives The “Do Nothing” alternative is a baseline for comparison Screen alternatives to identify a preferred alternative Solicit public comment on environmental document and preliminary design plan Solicit, address and fully consider public comment as part of decision making process Environmental Document

Project Description Reconstruct S.R. 46 from S.R. 67/U.S. 231 west 1.1 miles to east of Fairview Ave. Replace pavement, curbs, sidewalks, storm sewers and lighting No horizontal alignment changes, slight vertical alignment changes Realign Vandalia Ave. S.R. 46 Pavement Replacement
Project Description cont. 12-foot travel lanes, 14-foot two-way left turn lane, curb and gutter, and 6-foot sidewalk Organize traffic flow (driveways and approaches) Sidewalks meeting Americans with Disability Act (ADA) requirements Replace storm sewers to improved drainage Replace traffic signals at S.R. 46/Main and S.R. 46/Fletcher Ave. Decorative street lighting in partnership with the Town of Spencer S.R. 46 Pavement Replacement
Maintenance of traffic Divert east bound traffic onto Franklin St. Westbound traffic use S.R. 46 through the project area Property access maintained through construction Two construction seasons Year 1 (2016): half of S.R. 46 Open through the winter season Year 2 (2017): other half of S.R. 46 S.R. 46 Pavement Replacement

Submit Public Comments Submit public comments using the options described in first page of information packet: Public Comment Form Via e-mail Participating during public comment session via microphone Verbal comments recorded and transcribed for inclusion into public hearings transcript INDOT respectfully requests comments be submitted by Friday, September 19, 2014. All comments submitted will become part of public record, entered into transcript, reviewed, evaluated and given full consideration during decision making process.
