Introduction Jordan has a clear trade strategy elaborated within the framework of the National Agenda focusing on better co-ordination, regulatory and legislative improvements, the simplification of customs procedures and improved market access (through more Free Trade Agreements).
Trade liberalization has been at the core of Jordan’s policy mandate with the objective of opening up the economy to foreign trade and attracting foreign investment. Jordan is : A member of the Greater Arab Free Trade Area (GAFTA) A member of the World Trade organization (WTO) A contracting party in the Association Agreement with the European Union and has Free Trade and Qualified Industrial Zones Agreements with the USA. Signed the Agadir Agreement on the Free Trade Area between Arab Mediterranean Countries and agreements with EFTA.
National Objectives With regard to border points and customs function: improving existing services through better collaboration between agencies and other entities involved in border inspections and customs procedures. Initiatives to improve border crossing infrastructure at the port of Aqaba. simplifying procedures through the establishment of the Single Window at all border crossings. expansion of the Golden List of companies allowing for rapid transit through customs. developing more intense regional cooperation with neighbouring countries to harmonise procedures and accelerate transit; and to provide essential training and equipment.
National Objectives With regard to transit: supporting Jordan’s long–term priorities for developing an efficient and environmentally sound multi-modal transport system. impact on regional integration as Jordan continues to be pro-active in improving customs co-operation with neighbouring countries with the aim of harmonising procedures.
Transport of Dangerous Goods A. Jordan Customs status In the last three years, Jordan Customs has benefited from two important projects: the Twinning Programme between Jordan Customs and the Italian Customs Agency, funded by the EU; and the Customs Administration Modernization Program (CAMP), funded by the U.S. Millennium Challenge Corporation (MCC) and administered by USAID. These projects were designed to cover most of the customs-related areas such as Capacity Building, Risk Management, Intelligence, Authorised Traders, the Single Window, External Trade Relations, Transit Procedures, Upgrading and Integration of Customs Infrastructures etc. Future support provided under the EU programme will build on the initiatives and results of these two projects and seek to further strengthen Jordan Customs as part of the strategy to promote trade and transport control and facilitation.
Transport of Dangerous Goods B. Jordan Customs contribution to transport safety and security 1. E-Trackin: Transit Monitoring and Facilitation System. Full implementation of E-tracking has contributed significantly to illuminating waiting time and frequent stops of trucks carrying dangerou materials. The system allows immediate electronic tracking of trucks for immediate release. Pre-clearance is utilized to expedite the process.
2. Marine transport Prior to vessels arrival to Tiran Strait, abundant information related to dangerous materials are communicated via e-mail. A special “Public Safety” committee is assembled for this purpose. The committee is responsible for placing dangerous materials containers in a dedicated secured square, and then deliver the containers to the consinees (manufacturers) under escort.
3. E. tracking: Transit Monitoring and Facilitation System Jordan Customs has implemented its TMFS system successfully and consequently gained advantages such as: Significant reduction in waiting time for transit trucks at borders. Reduction in physical inspection of transit goods at borders. Reduction in smuggling activities via transit trucks. Immediate handling of transit related violations detected by the system. Replacement of physical escort of transit convoys across the country. Introduction of maximum facilitation for transit trade without sacrificing security requirements, as control is done remotely from the control room. Contribution to the global supply chain security.
4. Providing Secured Squares. Four secured squares have been provide for TMFS in Ma’an, Jaber, Azraq, and Safawi. These squares sustain secured and comfortable environment for trucks and drivers.
5. Systems automation systems automation and Electronic linkage with regional customs administration have resulted in a significant improvement in reducing time release of cargo, specially those connected with dangerous materials like oil being transported from Syria for Detergents plants.
6. Interagency cooperation. Jordan Customs maintains a good level of cooperation and coordination with other government agencies. Cooperation with other agencies such as Public Defense Department in the area of public safety and dangerous materials control has contributed to reducing dangerous materials accidents.
7. Customs delegations Jordan Customs has delegated a considerable number of its staff to benefit from dangerous and hazardous materials management and control training programs conducted worldwide
8. Contribution of Jordan’s Ministry of Transport. Cooperation with Jordan’s Ministry of Transport in terms of licensing transport companies that deal with transporting hazardous materials has paid off. These joint efforts brought about better control and safety measures adopted to increase the safety of hazardous and dangerous commodity transport.

Improved Customs Procedures, practices and infrastructure at border crossings. Reduced and Simplified Customs Procedures and Practices Reducing the complexity of clearance procedures and to limit information requirements to what is considered necessary. expansion of the Golden List Program by extending the benefits granted to members and by unifying the risk criteria of the different agencies acting at the border to reduce the number of physical inspections. Reducing Number of convoys by 50% through the implementation of E-tracking System
Jordan Customs’ role in Trade and Transport Reduced Administrative Costs Development of the Single Window environment, that permits the trader or transporter to submit all the data needed for the customs clearance in a standardised format. Reduced waiting times at borders improving border crossing facilities Installing scanners Improving operational procedures that is connected with co-ordination between all stakeholders. Improved Transport Infrastructure and private sector participation.

Different technologies have been used in the system such as GPS, GSM, GIS, RFID, satellite images, vector maps of Jordan, wireless communications and electronic seals. • The process starts at the entry border, after completing customs declaration procedures – an electronic tracking unit and an electronic seal are installed in the truck, the transit route is configured with geo fencing capabilities, after which the truck is allowed to move across the country without a physical escort. The movement of the truck and any violation committed during the trip is monitored through a central monitoring room at Customs' headquarters. The system is capable of detecting any violations such as changing the transit route, tampering with the GPS unit, breaking the e-seal, and stopping at high risk areas. • At the exit border crossing, the GPS unit and the electronic seal are removed by Customs officers and a trip report is generated that contains all violations committed during the transit trip. Based on the report, suitable actions are taken by Jordan Customs' authority at the border.

The project aims at increasing the efficiency of controlling and tracking transit trucks inside customs houses and preventing the human intervention so as to reduce as much as possible smuggling operations through installing e-gates on exit-gates in (6) customs houses up to date (at a rate of two gates at each customs house). * يهدف هذا النظام الى تزويد فعالية التحكم والتتبع الشاحنات العابرة ترانزيت داخل المراكز الجمركية ومنع التدخل البشري للتقليل من عمليات التهريب من خلال تثبيت البوابات الالكترونية على بوابات الخروج في 6 مراكز جمركية حتى تاريخه
Development projects in Jordan Customs Fifth: Television Monitoring System خامسا: نظام المراقبة التلفزيونية This system aims at: يهدف هذا النظام الى • Monitoring the movement of passengers, goods and vehicles and passing notes and information to the employees at the border centers to help them to do their jobs. * مراقبة حركة المسافرين ، البضائع والمركبات ومرور الملاحظات والمعلومات للموظفين في المراكز الحدودية لمساعدتهم على اداء اعمالهم • Helping the customs officers to prevent smuggling cases. * مساعدة ضباط الجمارك لمنع قضايا التهريب • Recording all the events taking place at customs houses over 24-hour. تسجيل جميع الاحداث الجارية في المراكز الجمركية خلال 24 ساعة • Direct and immediate guidance for employees and monitoring them on their work sites by the officer who is directly responsible or the Director General. • اعطاء توجيهات مباشرة وفورية للموظفين ومراقبة عملهم في الموقع من خلال المدارء المباشرين او عطوفة المدير العام
Development projects in Jordan Customs Sixth: E-Archiving Project سادسا: مشروع الارشفة الالكترونية The project aims to archive customs declarations and official documents electronically to ease referring to them when they are needed. It was applied in 15/06/2009. Approximately one million customs declarations will be archived annually. Documents of (3) directorates and (3) customs houses were archived. * يهدف هذا المشروع لارشفة التعاميم الجمركية والوثائق الالكترونية الامر الذي يسهل الرجوع اليها عند الحاجة. كانت قد طبقت في 15/6/2009 . حوالي واحد مليون تعميم جمركي سوف تتم ارشفته سنويا. وثائق 3 مديريات و3 مراكز جمركية تم ارشفتها.
Development projects in Jordan Customs • A memorandum of mutual recognition was signed with the U.S. Customs for the golden list and C-TPAT Programmes in the World Customs Organization in order to facilitate trade security between members of the two programs in both countries . • مذكرة الاعتراف المتبادل وقعت مع جمارك الولايات المتحدة للقائمة الذهبية وبرامج C-TPAT • في منظمة الجمارك العالمية لتسهيل حماية التجارة بين الاعضاء البرنامجين في البلدين
