European Semester country report, Cohesion policy investments in 2021-2027 Future of Cohesion policy ERDF / ESF+ Thematic Concentration in Slovenia • Total allocations for cohesion policy in million EUR in current prices: 3 446 (ERDF including Interreg: 1 753, CF: 901; ESF+: 793) • Thematic concentration amounts: • For ERDF PO1 EUR 753 million (45 % of ERDF) • P0 2 EUR 502 million (30 % of ERDF) • At least 6 % sustainable urban development EUR 100 million • For ESF+ EUR 793 million • CSRs - an adequate amount, which may include: • At least 25 % social inclusion + EUR 198 million • At least 2 % material deprivation * EUR 16 million

European Semester country report, Cohesion policy investments in 2021-2027 Investment-relevant challengesin Slovenia • PO1: Low share of innovative companies, low uptake of digital solutions, low scale-up rates of enterprises and growing skills mismatches; • PO2: High energy intensity, lack of focus on renewables, increased risk of floods, lagging behind in sustainable waste water management and transition to circular economy; • PO3: Negative consequences resulting from suboptimal transport infrastructure, low use of sustainable modes of transport and a high usage of cars for personal transport; • PO4: Inadequate adjustment of skills to the needs of the economy, care system burdened by inefficiency and fragmentation, people at risk of poverty or social exclusion; • PO5: Lack of bottom-up initiatives addressing the socio-economically deprived.

European Semester country report, Cohesion policy investments in 2021-2027 Commission priorities for 2021-2027 Cohesion policy funding in Slovenia • Investment needsunder PO1: • R&I: improve innovation performance and cooperation and networking of business and research; • SMEs: bolster scale-up rates and provide a supportive entrepreneurial ecosystem; • Digitisation: increase uptake of ICT in SMEs and use of digital government services overall; • Skills mismatch: address technological change, industrial transition challenges and support internationalization opportunities.

European Semester country report, Cohesion policy investments in 2021-2027 Commission priorities for 2021-2027 Cohesion policy funding in Slovenia • Investment needsunderPO2: • Energy: address the high energy intensity, improve the focus on renewables and further deployment of new technologies along with investing in energy storage; • Environment and biodiversity: ensure proper treatment of wastewater in targeted agglomerations, improve air quality, support biodiversity and green infrastructure; • Climate change adaptation: enable ecosystem based flood protection and prevention measures; • Circular economy: increase resource efficiency and use of recycled materials through synergies with PO1.

European Semester country report, Cohesion policy investments in 2021-2027 Commission priorities for 2021-2027 Cohesion policy funding in Slovenia • Investment needsunderPO3: • Trans-European Transport Network: complete and upgrade the railway system and support sustainable multi-modal transport; • Access to the Trans-European Transport Network: improve access to TEN-T with special focus on addressing negative effects of non-sustainable transport (pollution, accidents…); • Sustainable urban mobility: reduce dependency on cars in daily commuting, support multi-modal modes of transport and develop Intelligent Transport System solutions.

European Semester country report, Cohesion policy investments in 2021-2027 Commission priorities for 2021-2027 Cohesion policy funding in Slovenia • Investment needsunderPO4: • Employment: moderniselabour market policies through targeted initiatives based on analyzing current and future labour supply and demand, while promoting longer working lives; • Education, training and skills: support up-re/skilling (including digital skills), lifelong learning, vocational education and training along with modernizing the respective policies; • Social integration: support transfer to community based and home care; • Healthcare: and long term care: integrated, accessible and effective services, promote healthy lifestyles.

European Semester country report, Cohesion policy investments in 2021-2027 Conclusion and next steps • Commission ready to start informal dialogue, important to make as much progress as possible in 2019 and 2020, which will kick off with a dedicated technical meeting with the SI authorities • Engage from the start in dialogue with all relevant stakeholders (Code of Conduct!) • Slovenia’s programming plans by end of June 2019 (roadmap) • Technical seminar with Managing Authorities on 14 June • Joint objective to adopt all Partnership Agreements and programmes by end of 2020
