  2. Justice College is the DOJ&CD’s official training institution for both: the compulsory pre-appointment, and voluntary post-appointment training of judicial officers (incl. Magistrates and Regional Magistrates), and the voluntary post-appointment training of court officials and other occupational groups in the DOJ&CD (incl. Prosecutors, Interpreters, Masters’ Office Personnel, etc) Training programmes are designed on the basis of systematically identified training needs of clients in the DOJ&CD, and are designed and implemented to fast track the development of suitable candidates from historically disadvantaged groups Constitutional values, human rights and social context issues are integrated in all courses Restructuring of Justice College 2006 Role of Justice College

  20. TRANSFORMATION OF JUSTICE COLLEGE

BACKGROUND • Justice College (JC) is a training arm of the DoJ&CD that focuses on training mostly personnel employed in the judiciary institutions of South Africa • This institution did not keep up with the changes that took place in the South African society since the democratisation of the country, and it has become essential to transform this institution.

  22. BASIS FOR THE TRANSFORMATION • The transformation of JC will take place within the strategic plan and objectives of the Department • The transformation is based on the following values and principles: • The Constitution of the Republic of South Africa • Batho Pele • Professionalism • Continuous Development • Good Governance • Open Communication

  24. GOVERNANCE • Governance refers to structures that will be implemented to ensure that JC complies with requirements of its stakeholders. For example, an Advisory Board comprised of various experts would advise college management in terms of relevance of training programmes. • It also includes Faculty Boards for various specialisations

  26. This graphical illustration shows that the foundation of the transformed college should be formed by:* Curriculum redress and development* Research and development* An effective learner management system* Effective training delivery methods and* A quality assurance system.

FOUNDATION FOR THE TRANSFORMED COLLEGE The following would form the foundation of the transformed college: • Curriculum would be transformed into accredited outcome-based learning programmes • A learner management system that will enable adequate control over learner data management • A suitable learning delivery system inclusive of e-learning • Research and development capacity would be created • Structured quality assurance will be put in place

  28. The transformed college is based on five pillars namely:* Administrative training* Legal training* Prosecutorial training* College services and* External relations

ADMINISTRATIVE TRAINING • This division of the College will offer learning programmes for court management. • In addition it is envisaged to transfer the entire human resource development division of the department to the college • Additional training programmes for administration staff will be offered such as finance, project management etc

  30. LEGAL TRAINING • It is envisaged to retain the current legal training programmes, but to transform them into outcome-based education, bearing credit value • This will result in a structured, recognised life-long learning path for employees of DoJ&CD • Additional training programmes will be added

  31. COLLEGE SUPPORT SERVICES College support services refer to those services that are needed to enable JC to function effectively. It includes aspects such as finance, marketing, computers (IT) and personnel functions.

  32. EXTERNAL RELATIONS External relations refer to two aspects namely: • To continue to service bilateral agreements already in place, especially with regard to AU, NEPAD and SADC • To form partnering agreements with existing institutions such as universities and other institutions. In this way capacity is created.
