Who is the FDA? The Food and Drug Administration (FDA) is a government agency responsible for protecting the public health by assuring the safety, efficacy, and security of human and veterinary drugs, biological products, medical devices, our nation’s food supply, cosmetics, and products that emit radiation. The FDA is also responsible for advancing the public health by helping to speed innovations that make medicines and foods more effective, safer, and more affordable; and helping the public get the accurate, science based information they need to use medicines and foods to improve their health.

Does the FDA guarantee cosmetic safety? • The FDA has responsibility for overseeing the safety and labeling of cosmetics, however, they donot approve cosmetics before they go to market. Neither cosmetic products nor cosmetic ingredients are reviewed or approved by the FDA before they are sold to the public. See http://www.cfsan.fda.gov/~dms/costf-1.html There are a few exceptions… • In 2002, the FDA identified several ingredients in cosmetics that are now prohibited or restricted from being used in cosmetics manufactured or sold in the United States. So, if the FDA doesn’t guarantee cosmetic safety, who does? It is up to the cosmetics company to conduct product safety testing on their products and clearly label their product if it has not been tested: "Warning: The safety of this product has not been determined." Did you know…. In general, except for color additives and those ingredients which are prohibited or restricted from use in cosmetics by regulation, a manufacturer may use any ingredient in the formulation of a cosmetic provided that the ingredient and the finished cosmetic are “safe,” the product is properly labeled, and the use of the ingredient does not otherwise cause the cosmetic to be adulterated under the laws that the FDA enforces.
