Establishment of the Biometric Security Consortium • Established on the initiative of service providers and integrators, with the support of the Ministry of Economy, Trade and Industry, with the objectives of creating new markets and gaining international cooperation • Established in June 2003. Biometrics Security Workshop in IEICE were also established in April of 2003. • Operated using membership fees of participant companies. • Cooperation with overseas organizations will be strengthened.

Objectives of activities Creation of new markets for homeland security, medical healthcare, financial service, etc.  Development of international markets for Japanese companies by strengthening proposal activities for international standards  Promotion of accountability to users by considering medical safety, privacy guidelines, etc.

TFs of the Application Development Division (TF1) Homeland Security -launched on September 2003 -fact-finding tour on October 2003 (FRA, AMS, LHR) -formulating a project plan regarding Biometrics applied to worker access control in Airport (TF2) Financial -will be launched by April 2004 (preparatory meeting is being held) (TF3) Healthcare/Medical - will be launched by April 2004

Summary • Domestic Market : Less Than 100M US$ (for device)Much competition in still small market with “BIG NAMES” • Steady Growth of Application and Market (annually 20-30%) • Necessity of Formation of “3,000M US$ Domestic Market” To Expand Enough Market for Competition • , Necessity of Joint Formation among Gov/ Academic/ Industry For Achievement of Such Market Size, BSC should play a key role.

  17. Summary 5. So far Few National Projects, but Focusing upon Biometrics as “Post- IC Card(National ID) Project” After establishment of SC37 and having been active for standardization, Japanese Government became very serious to compete US/ Europe and to budget several projects. (Immigration/ e-airport etc.) 6. Importance of Collaboration among Asian Countries/Asian Governments : “ASIA” is The Center of Production and Consumption of Biometrics in 21st Century. 7. Importance of Establishment of Business Partnership between Japanese and Asian Companies: Application Profile Development (Homeland Security/ Finance/ Medical/ Social ID/ Time & Attendance etc)
