ICFA and the Linear Collider ICFA has been helping to guide international cooperation on and try to realize the Linear Collider more than 10 years . For example, the necessity for global coordination was formalized by ICFA in its May 1993 ICFA Statement entitled “International Collaboration in the Construction of Future Large Accelerator Projects”. Major steps: 1995: First LC TRC Report, under Greg Loew as Chair 1999: ICFA Statement on Linear Collider 2002: ICFA commissioned the second LC TRC Report, under Greg Loew as Chair 2002: ICFA has established the ILC Steering Committee (ILCSC) with Maury Tigner as Chair
ILCSC Charter • Engage in outreach, explaining the intrinsic scientific and technological importance of the project to the scientific community at large, to industry, to government officials and politicians and to the general public • Based upon the extensive work already done in the three regions, engage in defining the scientific roadmap, the scope and primary parameters for machine and detector. It is particularly important that the initial energy, the initial operations scenario and the goals for upgradeability be properly assessed
ILCSC Charter (cont) • Monitor the machine R&D activities and make recommendations on the coordination and sharing of R&D tasks as appropriate. Although the accelerator technology choice may well be determined by the host country, the ILCSC should help facilitate this choice to the largest degree possible. -> Set-up of ITRP • Identify models of the organizational structure, based on international partnerships, adequate for constructing the LC facility. In addition, the ILCSC should make recommendations regarding the role of the host country in the construction and operation of the facility. -> Establishment of GDE->Next Step • Carry out such other tasks as may be approved or directed by ICFA

Creation of ITRP • ICFA Launches a Process to Select the Main–linac RF Technology for the International Linear Collider. • In order to decide which of the two leading linac RF technologies will form the best choice for the machine construction, (1) conventional, room-temperature copper cavities, or (2) superconducting cavities, a twelve-person committee, four from each region, known as the International Technology Recommendation Panel (ITRP) was set up. • At its meeting on November 19 2003 in Paris, the ILCSC finalized the selection of the ITRP, its Chair (Barry Barish) and charter. ICFA Chairman Jonathan Dorfan, with unanimous support of the ICFA members, announced today the following members and Chair for the ITRP.
ITRP Recommendationendorsed by ICFA in August 2004 ICFA has decided on superconducting technology for the future linear collider (LC), by endorsing the resolution of the international technology recommendation panel (ITRP) created by ILCSC under ICFA. The ITRP report emphasizes theimportance of world-wide unified approach as a single team to design the international linear collider (ILC).

Global Design Effort (GDE) • ILCSC set up a committee with Paul Grannis as Chair to select a Director for the GDE. • February 2005, at TRIUMF, ILCSC and ICFA unanimously endorsed the Committee’s choice. • On March 18, 2005 Barry Barish officially accepted the position at the opening of LCWS 05 meeting at Stanford.

ILCSC , GDE, and FALC • ILCSC will continue to coordinate the worldwide ILC in accordance with its Charter. • ILCSC is the only oversight body of GDE. • ILCSC is going to set up Machine Advisory Committee, which will give advice to ILCSC and GDE. • ILCSC will have a close consultative relationship with the FALC (Funding Agencies for Linear Collider) groups. • GDE will keep the FALC group well informed.

ILCSC and Its Next Step • ILCSC will continue to oversee GDE until GDE gets organized under a federation of worldwide government agencies. At that time ICFA and ILCSC will step aside. • A natural time for ICFA/ILCSC to hand off the GDE oversight to such a body would be at the transition from Reference Design (RDR) to Technical Design (TDR). • To devise and realize a proper scheme for this federation of worldwide government agencies is one of the most important task of ILCSC. • Coming years are crucial years for ILC, since to realize above-mentioned transition needs a lot of work, cooperation, and wisdom.

A few Words from New ILCSC Chair • I highly appreciate the great efforts of Maury as Chair of ILCSC and the ILCSC itself, its sub-committees, and ICFA, to establish GDE as a single team to design ILCon the basis ofthe world-wide unified approach. • We should not slow down present momentum towards the realization of ILC. • As ILCSC Chair I will try my best to be as fair as possible and to realize the truly global ILC.
Citation from the First Prime Minister of India, Mr. Jawharal Nehru • “It is an inherent obligation of a great country like India with its traditions of scholarship and original thinking and its great cultural heritage to participate fully in the march of science, which is probably mankind's greatest enterprise today.” • This is true and relevant to ILC. Let us participate in the march of science, namely, ILC, with honor and enthusiasm.
I believe that time is ripe for us to realize the truly global ILC. Let us collaborate, by overcoming differences among us and regions, for the realization of ILC.As Chair of ILCSC, I do welcome any inputs from you !
