  2. Why are we here? • As a result of this meeting you should have a clear understanding of the following: • Title I Program • Raleigh-Bartlett Meadows’ participation in the Title I Program • Requirements of Title I • Your rights as parents to be involved

  3. ESSA? • The Every Student Succeeds Act(ESSA) is the newest federal legislation to address the need for consistent and measurable support for all American school children. This act maintains the federal government’s deep-rooted support of fair and equal opportunity for all students and supports the Elementary and Secondary Education Act (ESEA).

  4. Notice of School Title I School Status Raleigh Bartlett Meadows Elementary School is a Title I school. Title I ("Title One”) is a program created by the United States Department of Education to distribute funding to schools and school districts with a high percentage of economically disadvantaged students.

  5. How Does RBM use Title I Funds? • Under the Every Student Succeeds Act, ESSA, Title I, Part A, our school qualifies for the 2018-2019 school year to receive funds. • These dollars are used for… • Identifying students experiencing academic difficulties • Providing timely assistance to help these students master the State’s challenging and more rigorous standards • Purchasing supplemental/programs/materials/supplies • Conducting parental involvement activities/meetings • Recruiting/Hiring/Retaining Highly Qualified Teachers • PLC Coach’ salary • 1 Teacher’s Assistant salary • 1 Computer Lab Assistant salary

Title I School Improvement Plan (SIP) Requirements Each school-wide program has implemented a comprehensive school improvement plan (SIP) which addresses 10 requirements: • Comprehensive needs assessment using data analysis of ESEA subgroups • Schoolwide reform strategies with emphasis on improved achievement of the lowest performing students • Instruction by highly qualified staff • Instructional paraprofessionals work under the direct supervision of a highly qualified teacher. • High quality job-embedded professional development • Strategies to attract highly qualified teachers • Strategies to increase effective parental involvement • Plans for assisting preschool children from early childhood programs to elementary school programs • Measures to include teachers in decisions regarding the use of assessments to improve student performance and instructional programs • Strategies for providing timely additional assistance to students experiencing difficulties mastering standards • Coordination and integration of federal, state, and local services and programs.

  7. Review of TSIP • This year’s School Improvement Plan (SIP) has been submitted for review to Federal Program Advisors. • It was created by various stakeholders, including the Principal, PLC Coach, Instructional Leaders, Paraprofessionals, School Counselor, and Parents. • Upon approval, the 2018-19 will be placed on the school’s website for your viewing. It will be a working document, meaning that it can be changed as needed throughout the year. You are always welcomed to make suggestions for improvement of this document.

Family Engagement Plan Shelby County Schools’ Family Engagement Policy speaks to the following goals: • To provide meaningful two-way communications • To provide meaningful and varied participation by families to support student achievement • To eliminate or reduce barriers to greater family participation • To provide training opportunities and informational seminars for families

RBM’s Parent/Family Involvement Mission & Vision Raleigh-Bartlett Meadows Title I Parental Involvement Mission: • Empower parents and families to support their children's cognitive and social-emotional development; • Create community partnerships through support and training; Our vision: • To ensure that students become productive and responsible citizens, Raleigh-Bartlett Meadows will work cooperatively to increase and strengthen family and school partnerships.

  10. Parental Involvement Requirements • Parental Involvement Plan is developed jointly with parents, agreed on with parents, distributed to parents, and implemented. • Parents are notified of the policy in a uniformed format and provided in a language the parents can understand. • The plan is made available to the local community and updated periodically to meet the changing needs of parents and the school. • Parents are invited and encouraged to attend an Annual Title I Parent Meeting. • Parental involvement is an organized, ongoing planning, review, and Implementation of the plan and schoolwide program. • The school provides parents a description of the school’s curriculum, forms of academic assessments used to measure student progress, and proficiency levels students are expected to meet. • The school provides opportunities for regular meetings relating to the education of their children. • The school provides opportunities to assist parents with working with their children to improve student achievement.

Parental Involvement Allocation Parental Involvement Allocation: $6,500 Annual Title I Parent Meeting/Meet the Teacher: -$300 3 Data Night Meetings -$1050 Eureka Math Night -$500 Donuts with Dad -$500 Mornings with Mom -$500 Read for the Record -$150 Tennessee Reconnect Parent Meeting -$350 Foundational Literacy Night -$600 Literacy Night -$700 STEM (Science Technology Engineer and Math) Night -$1000 Parent Meeting (Attendance/Discipline) -$200 Communications Folders -$550 Total Remaining in Budget $100 If you have ideas of how these funds can be spent, please place your suggestions in suggestion box on the school’s website.

Parent/Teacher/Student/School Compact • The compact is a commitment from the school, the parent, and the student to share in the responsibility for improved academic achievement. • You, as Title I Parents, have the right to be involved in the development and revision of this Compact. • Copies of the Compact have been issued to parents and may also be viewed on the school’s website and in the RBM Parent Resource Room.

  15. Availability of Parent Training and Other Meetings • Raleigh Bartlett Meadows will have Parent Sessions and Meetings to provide information that will help parents assist their children at home. Results of recent parent surveys will indicate sessions that will be offered.

Parents’ Right to Know Provided for you on the RBM website and in the Parent Resource Room, and the District website All parents have the right to request the following: • A teacher’s professional qualifications, licensure, grade(s) certification, waivers • Highly Qualified refers to: A teacher’s baccalaureate and/or graduate degree, fields of endorsement, previous teaching experience • A paraprofessional’s qualifications • An annual notice of Student Education Records Privacy and notice for disclosure of School Directory Information • An assurance that their child’s name, address and telephone listing will not be released to military recruiters All parents will receive information on the following: • Their child’s level of achievement on each of the state’s academic assessments • Notification of right to transfer their child to another school in the district if the student becomes the victim of a violent crime or is assigned to an unsafe school   • District Family Involvement Policy and School Parent Involvement Policy • Their right to public school choice, Supplemental Educational Services and more effective involvement if their child’s school is identified for school improvement

  17. Teacher Qualifications • All teachers with permanent positions at Raleigh-Bartlett Meadows are “Highly Qualified” as mandated by section 1119 of No Child Left Behind (being replaced by ESSA). • You, as Title I Parents, have the right to request the qualifications of your child’s teachers. • A teacher’s highly qualified status is public record and may be accessed on the Tennessee Department of Education website: www.tn.gov

Reporting Pupil Progress Raleigh Bartlett Meadows Elementary School uses several avenues to report student progress: • Tuesday Folders • Notification of Failure/Parent-Teacher Student Conference Request • Quarterly nine-week progress report • Report cards every nine weeks • Parent-Teacher Conferences • Parent-Connect

Parent-Teacher Conferences • Parent-Teacher conferences are scheduled district-wide twice a year: Thursday, September 13, 2018 (4:15-7:15 pm) Thursday, February 7, 2019 from (4:15-7:15 pm) • Parents may also set up conferences with individual teachers at any time during the school year. SCS Student Code ofConduct • In accordance with the SCS Student Conduct Policy #6022, the Code of Conduct speaks to the shared responsibility of children’s conduct by the: • District/school • Parent • Student • Speaks to self discipline being the long-term goal for all students in SCS. • Gives notice of infractions as well as strategies and/or disciplinary measures for levels of offences. May be found on pp. 24-26 of the Student Handbook located on the District website: www.scsk12.org
