Charge to L2s – Assurance of Project Delivery • Level 2 Leads are leading and managing major projects • Scientific/Technical leadership and connection to the collaboration • Project management and engineering • All L2’s are jointly responsible to prioritize on the overall CMB-S4 project • Engage in project wide project management, systems engineering, and risk tools and results • Organize to deliver your project • Level 3, 4, 5 scope breakdown, deliverables • Organization chart capturing the people and institutions needed for project delivery – you probably do not fully appreciate all the help (people and resources) you will need to succeed • Prepare technical decisions in a manner that engenders support

Technical Baseline Development (TBD) Group • Charged to helping the project stay on a technical path to a timely CD-1 • Ensuring the technical decision-making process is reasonable, effective, and stays on track • Ensuring R&D resources are focused in the most critical places • Ensuring that the various parts of the project (L2 areas) are fitting together well, no cracks, miscommunications, etc.

Status of Cost & Schedule Updates • Brenna Flaugher & Kathy Bailey met with L2 managers at least once, reviewed current status of cost and schedule • Awaiting feedback and updates in most areas and planning to followup with L2s during this meeting • 20 October - deadline for input prior to the November review • 21-25 October - Brenna/Kathy will integrate and update critical path, costs and schedule and iterate with L2s as necessary • 25 October – Kathy Bailey provides L2 slides on cost and schedule to L2 Leads for incorporation into their Annual Review presentations

Integrated Project Office (IPO) Goals • Engage collaboration and large project expertise in project planning • Define a preliminary project execution organization and governance structure • Establish a Baseline Design for the experiment (DSR = Reference Design) in support of the NSF Preliminary Design (PD) and DOE CD-1 • Prepare cost and schedule estimates, risk assessment, and identify near term schedule critical activities and decisions • Pursue and prepare private and international partnerships for in-kind contributions to the experiment • Encourage alignment of people/institutions in the delivery of project scope • Prepare ad hoc reviews and assessments • Coordinate interactions with the funding agencies Prepare for NSF PD and DOE CD-1 review(s) in 2021!

Annual Review – Nov 4-5 • Evaluate the CMB-S4 Preliminary Project Execution Plans • ….. • Evaluate the Near-Term Timeline to DOE CD-1/3a and NSF PD • ….. • Summary Evaluation • What are the most significant vulnerabilities in being prepared for the NSF Preliminary Design and DOE CD-1 reviews on the timeline proposed?

Annual Review Charge – (1) • Evaluate the CMB-S4 Preliminary Project Execution Plans • Assess the preliminary project execution plans including the effectiveness of the organization and project management structure for this stage of the project. • Is the DOE/NSF preliminary scope of work reasonable for this stage of the project? • Is the notional project schedule including milestones and integration reasonable for this stage of the project? • Are the cost estimates and initial contingency assessment reasonable for this stage of the project? • Have the high level risks been identified in order to support the R&D effort? Assess the risk registry including proposed risk consequences and mitigation plans. • Recommend specific improvements to the preliminary project execution plans.

  10. Annual Review Charge – (2) • Evaluate the Near-Term Timeline to DOE CD-1/3a and NSF PD • Assess the plan for preparing a DOE Conceptual Design Report (CDR) and an NSF Preliminary Design Report (PDR) = Baseline Design Document • Assess the status of the project planning documentation required for DOE CD-1 and an NSF PD. • Evaluate the case for proposed Critical Decision 3a items. • Recommend actions that can be taken to improve the near-term plans • Summary Evaluation • What are the most significant vulnerabilities in being prepared for the DOE CD-1 and NSF PD review(s) on the timeline proposed?
