What YOU need to know about ISPMs (and were afraid to ask) and why should you care? Kerry O. Britton National Program Leader for Forest Pathology Research & Development USDA Forest Service Arlington, VA NISAW, 2011
WHAT are ISPMs? • ISPM = International Standard for Phytosanitary Measures • Developed by the International Plant Protection Convention (under WTO) by NPPOs • Facilitate development of pest prevention regulations by member countries
A Phytosanitary Measure • Must be technically justified (science) • Must be least restrictive of trade • ISPMs • help harmonize measures • Improve trade flow • Reduce the spread of pests
WHY SHOULD YOU CARE? • Pests arrive mostly in trade • PREVENTION is key! • PROTECT global biodiversity
2.5 new forest pests/yr in the USA1 in 4 cause major damage Sap Feeders Foliage Feeders Wood Borers “Other insects” Source: Aukema et al., 2010
Standards and Regulations will be developed with or w/o you • Forestry world surprised by ISPM-15 • Only about 40% effective • Treatment failure or failure to treat???? • New standards under development for: • Wood products • Seed • Plants for Planting • Forest Surveillance (planning stage) • Wooden Handicrafts (future) • Biological Control (future)
PHYTOsanitary requirements? Who, Me ????
Stakeholder input would: • Make standards more practical, usable • Improve implementation & efficacy
FOR: • Foresters • Students • Regulators
EXPLAINS: • Phytosanitary Standards and Regulations to foresters • Forestry Practices to Regulators
Modules on: • Forest Pests • Trade Regulation • BMPs for Forestry • ISPMs
Natural resource communities and NPPOs need to learn to communicate and collaborate Agriculture Forester
