  3. Categorical Program Monitoring Online Project Project goal is to enhance and streamline the Categorical Program Monitoring review process through the application of technology.

  4. Categorical Program Monitoring Online Project Project phases: discovery, design, production, implementation, and transition.

  5. Categorical Program Monitoring Online Project Discovery phase status: The various CDE program offices have set out to define project needs and submitted recommendations. Completion of this phase is within weeks of its ending.

  6. Categorical Program Monitoring Online Project CDE program managers along with key staff will review their respective instrument and the Ongoing Program Self Evaluation Tool (OPSET) for clarity.

  7. Categorical Program Monitoring Online Project Improve the review instrument readability level for the local educational agency. Review each item to identify ambiguous areas that perhaps can be supplemented with additional details.

  8. Categorical Program Monitoring Online Project • Document specification • Define required elements that must be included in an evidentiary document. • Differentiate the review level required for an item. Either document review, on-site review, classroom observation, staff/ parent interview, or a combination.

  9. Current Categorical Program Monitoring Steps • Local Educational Agency preparation • Analyze performance data (API, AYP, CAHSEE, CELDT). • Review OPSET, English Learner and Cross Program instruments. • Collect documents for each compliance item. • CDE performs the on-site review • Examines compliance item documentation • Conduct classroom observations • Interview staff/parents • Review conclusion • Results of fact finding are presented and a detail report, by program type, given to the LEA. • Timeframe for correction of findings discussed. • LEA responds to CDE review findings • Propose resolution of noncompliant findings. • Request compliance follow-up assistance from CDE program staff. (Optional) • Prepare a corrective action plan.

  10. Updated Categorical Program Monitoring Review Process • Local Educational Agency preparation • Review OPSET, English Learner and Cross Program instruments. • Collect and upload documents for each compliance item onto the CPM Online application. • CDE performs review of uploaded documents • Does the documentation contain qualitative indicators that would support a compliance conclusion. • Determine whether supplemental information, in written form, would reveal item compliance. • Based on all the documents received, will an on-site visit be necessary. • CDE may conduct a streamlined on-site review • Examines compliance item documentation • Conduct classroom observations • Interview staff/parents

  11. Categorical Program Monitoring Online Project Pilot testing of the application begins in the fall of 2008. We welcome your suggestions or comments on making improvements to the CPM process. Submit them to Debbie Rury, Project Manager, at (916) 319-0651 or through e-mail at drury@cde.ca.gov.
