Introduction • Servicepunt71, a business shared service organization • 177.770 inhabitants, 4 communities • RIJK, the Regional Joint Procurement Agency IJmond en Kennemerland • approximately500.000 inhabitants in 18 communities
Social Support • Providing help to people with physical, psychological, intellectual or psychosocial disabilities or problems • Major operation involving more than 27 billion Euro on a annual basis • The aim is: • to bring care closer to the citizens • make them able to participate in the society • reduce the costs involved with this care
Legal reform • Procurement as an instrument was introduced as a way to improve efficiency in the public sector and to meet the goals set by the Wmo. • By introducing competition into the service provision of public services, the authorities wanted toe attain lower prices for a better quality.
Legal reform • Different approach to normal procurement is required: • more collaboration with market entities (care service providers), • more focus on outcome, instead of input/throughput • speed • transformation as resources are (due to considerable budget cuts) limited Continuous innovation is the key!
Innovation: Value Engineering? • For the implementation of Value Engineering in public procurement investment is needed in three area’s: • legal design (contract and procurement law), • process alteration (implementing Value Engineering) • ICT (data collection and analysis). • Necessary is to modify the system of measuring performance, generation, collection and storage of data
