The Robert B. Balter Company How to Provide Successful Quality Assurance for Airport Construction
Overview • Clarify QA & QC Terminology • State the FAA’s Intention • QA and it’s Benefits • Selecting an Agency
I Clarify Terminology
Quality Assurance & Quality Control What’s the Difference?
Quality Assurance QA is the Sponsor’s responsibility to ensure that Project Plans and Specifications are achieved by contractor
Quality Control QC is the Contractor’s responsibility to adequately control his production and construction processes
II FAA Requirements
Advisory Circulars, Orders & Acts • 150/5100-14DArchitectural, Engineering and Planning Consulting Services for Airport Grant Projects • 150/5370-12A Quality Control of Construction for Airport Grant Projects • FAA Order 5100.38CPavement Maintenance Management Program • 150/5370-10EStandards for Specifying Construction of Airports • Improper Payment Information Act (IPIA) Public Law 107-300
Advisory Circular150/5100-14D Architectural, Engineering and Planning Consulting Services for Airport Grant Projects
Architectural, Engineering and Planning Consulting Services for Airport Grant Projects Scope of Services outlined include quality control during design… geotechnical testing… inspection services during construction and quality control during construction… environmental considerations
Architectural, Engineering and Planning Consulting Services for Airport Grant Projects Construction Phase requires complete necessary quality control testing
Advisory Circular150/5370-12A Quality Control of Construction for Airport Grant Projects
Quality Control of Construction for Airport Grant Projects “2. A report issued by the Office of the Inspector General indicated that, in some instances, work performed was not accomplished in compliance with plans and specifications. In addition, quantities of materials used were not properly measured and documented and testing or quality assurance procedures were inadequate.”
Quality Control of Construction for Airport Grant Projects “4. The use of these guidelines is mandatory for construction projects funded under the Airport Improvement Program (AIP)”
Quality Control of Construction for Airport Grant Projects “5. The Sponsor is responsible for all project engineering, including the preparation of plans and specifications, construction supervision and inspection and testing for acceptability and quality.”
Quality Control of Construction for Airport Grant Projects 5. Continued…. “The consultant represents the sponsor and has overall responsibility for reporting on the acceptability and quality of work.”
Quality Control of Construction for Airport Grant Projects “6. The design and construction phases are directly related to quality of construction.”
Advisory Circular150/5370-10E Standards for Specifying Construction of Airports *Currently being updated to 5370-10F (FY 2011)
Advisory Circular150/5370-10E (Section 100) Contractor Quality Control Program
Contractor Quality Control Program The Contractor’s QC firm must comply with personnel experience and certification requirements.
Contractor Quality Control Program The quality control requirements… are in addition to and separate from the acceptance testing requirements. Acceptance testing requirements are the responsibility of the Engineer.
FAA Order5100.38C Pavement Maintenance Management Program
Pavement Maintenance Management Program Sponsor agrees to perform the following: (a) Furnish a construction management program to FAA prior to start of construction which shall detail the measures and procedures to be used to comply with the quality control provisions of the construction contract, including, but not limited to, all quality control provisions and tests required by the Federal specifications.
Pavement Maintenance Management Program Failure to provide a complete report… or to perform such tests, shall… result in a reduction of Federal participation for costs…
Auditing Practices • FAA Audits • AIP Handbook, FAA Order 5100.38C, Chapter 13 “Project Payment, Closeout and Audit” • Office of Inspector General (OIG) Audits • Improper Payment Information Act (IPIA), Public Law 107-300
Materials QA Audit Issues: Documentation Alternate Materials Use of Qualified Agency & Personnel “Protocol” Testing Misuse of Grant Budget Allocations Improper Payment Information Act(IPIA)
Non-compliance will result in: Sponsor returning FAA Funding Sponsor bearing the cost to perform QA where previously deficient Sponsor bearing the cost to reconstruct in accordance with approved plans and specifications Improper QA puts Sponsor’s Funding at Risk Improper Payment Information Act (IPIA)
Improper Payments Identified Panama City-Bay County AirportIndustrial District, FloridaOIG Engineer Review - $4,031,200 “…Panama City could not provide documentation demonstrating that the completed work met FAA and contract requirements. Under FAA's AIP regulations, grantees are required to perform and document daily inspections and tests to ensure that all work conforms to the project’s technical specifications.”
Improper Payments Identified Austin-Straubel International AirportWisconsin Department of TransportationBureau of AeronauticsOIG Engineer Review - $711,869 “Documentation provided did not support the payment made for construction work completed at the Austin-Straubel International Airport… documentation was not provided to demonstrate that required field tests and inspections were performed, and that the quality of work performed and materials used met specifications.”
Improper Payments Identified Los Angeles International AirportCity of Los Angeles, CaliforniaOIG Engineer Review - $709,629 “…lacked documentation to demonstrate the quality of work performed… sufficient documentation was not provided …to demonstrate that various required field tests and inspections were performed, and that the quality of work performed and materials used met specifications.”
Improper Payments Identified William P. Hobby AirportCity of Houston, TexasOIG Engineer Review - $77,495 “Required documentation was not provided to support a construction payment at the William P. Hobby Airport. The documentation provided used a different material than stated in the contract; however, the City of Houston could not provide documentation to demonstrate the substituted material was of acceptable quality or that the substitution was approved.” Continued…
Improper Payments Identified William P. Hobby Airport Continued… “…In addition, documentation to support the quantity of work completed did not contain source documentation of field measurements and calculations, which are necessary to verify the quantity of work performed. Also, documentation was not provided to demonstrate that various required field tests and inspections were performed, and that the quality of work performed and materials used met specifications.”
III QA Utilizationand Benefits
Where QA is Used • Design • Pre-Construction • Construction
Where QA is Used Design • Perform Studies/Investigations • Participate in Preliminary Design Meetings Regarding Construction Materials • Prepare Construction Management Plan QA Section • Reviewing Plans and Specs • Alternatives • Ensure Correctness of Project Specification
Where QA is Used Pre-Construction • Alternatives – Value Engineering • Review Contractor’s CQC Plan • Review Submittals (i.e. JMFs) • Attend Pre-work Meetings • Confirm QC Firms Accreditations and Personnel Certifications • Evaluate QC Laboratory and Production Facilities
Where QA is Used Construction • Acceptance Testing • QA Testing & Inspection • FAA Reporting Protocol • Solutions to Unexpected Conditions • Inform Sponsor’s Representative of Deficiencies • Maintain File of Test Reports and Certifications
IV Selecting An Agency
Required & Suggested Accreditations • ASTM E329 (Agency) • ASTM C1077 (Concrete) – FAA Required • ASTM D3666 (Asphalt) – FAA Required • ASTM D3740 (Soil) • ASTM C1093 (Masonry) • USACE ER1110-1-261 (Test Procedures) • AASHTO R-18 (Test Procedures) • Construction Quality Management (CQM) for Contractors – USACE/NAVFAC
Recap • Uphold FAA Intent to Provide Comprehensive QA • Include QA Throughout the Process • QA Agency Fulfills Qualifications • Proper Documentation of Materials and Construction Practices • Saving Time and Money
“Good QA services offer the Sponsor a highly professional, technically oriented extension to the design effort. Firms who distinguish themselves as QA specialists begin the process with the mindset they are to be a fair and accurate bridge between design and construction. When this high standard of service is understood and incorporated into the process, then the Sponsor succeeds.” - Edward G. BalterPrincipal
