  2. RiskWare: a decision support system using the latest information technology for • Risk assessment • Risik management • Risk training

  3. RiskWare is designed for: • hazardous installations (Seveso II, 96/82/EC) • transportation of hazardous materials • environmental hazards

  4. RiskWare integrates: • hazardous materials data base (MSDS) • installation data, safety reports • geographic information system • real-time expert system for alarm plans • simulation models: • spill, fire, explosion, dispersion (air, soil, water) • external communication, web server

  6. Geographic Information System: fully embedded hybrid GIS for raster and vector maps, satellite imagery and high- resolution orthophotos, digital terrain models. All data are geo referenced, model results displayed on the maps

  7. Hazardous materials data base: phyiscal, chemical, and toxicological properties, MSDS in HTML hypertext format, data automatically linked to assessment models.

  8. Risk objects: geo referenced data on relevant objects such as hazardous installations, vulnerable objects, intervention forces and resources, transportation infrastructure

  9. Safety reports and alarm plans for instalations following Seveso II (96/82/EC), Reports available as XML/HTML hyper documents, accessible through Intra/ Internet; alarm plans encoded in the rule-based expert system

  10. Safety reports and alarm plans can directly integrate simulation scenarios and results; Preparation of the reports is assisted by the rule-based expert system, guiding the user step by step through the procedure.

  11. Real-time Command and Control through expert system technology: rule-based processing of alarm plans, communication control, real-time forecast and assessment, decision support, complete monitoring and documentation

  12. Dynamic 3D Simulation models for state-of-the-art analysis, forecasts, and impact assessment, explicit uncertainty analysis (Monte Carlo) fully embedded in the real-time command and control expert system, linked to GIS and data bases

  13. Simulation models • release models • atmospheric dispersion (dynamic, 3D) • chemical fire (pool, trench, BLEVE) • explosion (TNT, FACBM) • soil and groundwater • surface water

  14. Atmospheric dispersion models: from simple steady-state Gauss model to dynamic 3D Eulerian and Lagrangian codes, diagnostic 3D wind field model, near-field treatment of obstacles (buildings), impact assessment (estimation of contaminated areas and population exposure)

  15. Explosion models: • TNT Equivalency • TNO (fuel-air charge blast model) pressure distributio (blast), impact assessment based on land-use and population distribution, estimation of secondary (domino) effects

  16. Fire simulation: stochatsic steady-state model for radiative temperature distribution, Monte Carlo simulation, explicit uncertainty analysis, impact assessment with land-use and population data, estimation of secondary (domino) effects

  17. Metodo Speditivo (Italy) is a simple but efficient method to estimate safety and exclusion zones for different types of emergencies very quickly and with limited data (substance group, amount, meteorology, containment/packaging). .

  18. Soil and Water are covered with one- and two-dimensional models respectively: • a stochastic model for soil and groundwater contamination • a dynamic surface water model (stochastic)

  19. External Communication is also controlled by the expert system: • coupling to external sensors, monitoring data (GPS, weather, field measurements, traffic data etc.); • automatic paging (alarm lists) • automatic and dynamically generated fax or e-mail messages, web server, WAP

  20. Internet connection the user interface for RiskWare includes an HTML browser with Internet access; multi-media data can in parallel be published by a web server with alternative WAP support for mobile (light weight) clients.

  21. RiskWare: licenses include basic application building support, installation, training, and continuing maintenance. Outsourcing solutions with Internet access are available for complex modeling tasks or the entire RiskWare system.
