Uzbekistan supports the world community call for urgent climate change mitigation and adaptation efforts that to be undertaken with considerations of avaialble capacities and responsibilities of each country based on the fair and equitable approach In Uzbekistan, an Inter-Agency Working Group was established by the request of the Cabinet of Ministers to develop INDCs to achieve HGH emission reductions. It includes representatives of 19 relevant and responsible ministries and agencies.
Uzbekistan’s NDCs: Mitigation Targets In the long-term run, i.e. up to 2030, Uzbekistan intends to strengthen climate change related measures and actions to achieve the following targets: This long-term target of NDCs will be achieved with support of international organizations and IFIs, and through greater access to and transfer of advanced energy saving and environment friendly technologies as well as with use of climate financing sources. The ground for achieving this target is as follows: • Stable growth of GDP that exceeds the rates of GHG emissions • In particular, GHG emissions were increased by 13% only during the period of 1990-2012 Specific GHG emissions per GDP unit reduced by10%by 2030 compared to 2010 as base year
Ongoing Programmes contributing to achievement of mitigation targets • Programme on measures aimed at increased energy efficiency, introduction of energy saving technologies in national economy and social sectors in 2015-2019 • Programme on measures aimed at structural changes, modernization and diversification of production capacities for 2015-2019 • Hydropower Development Programme for 2016-2020 • Programme on measures on further development of renewable energy and increasing energy efficiency in national economy and social sectors for 2017-2021 • Programme on heating system development for 2018-2022 • Programme on further development of agriculture for 2015-2019 • National Programme on Aral Sea region development for 2017-2021 • Uzbekistan’s Development Action Strategy for five priority directions in 2017-2021
Priorities in GHG emission reductions included into national programmes • All activities related to fuel and energy savings • Reduction of natural gas leaks in oil and gas sector • Modernization and renovation of power generating capacities and increasing energy efficiency of energy intensive industries. Reduction of power losses in transmission lines and distribution networks • Transfer of transport to alternative fuels, modernization of transport fleet, improvement of road infrastructure and logistics schemes • Greater use of energy efficient and energy saving technologies in civil construction and buildings • Wider utilization of renewable energy sources (PVs, solar water heaters, small, mini and micro hydropower, biogas units, etc.) in all sectors of national economy • Expansion of forest covered lands and increasing land fertility • Improving solid waste management system
Uzbekistan’s Development Action Strategy for five priority directions in 2017-2021 Increasing competitiveness of national economy through strengthening structural reforming, modernization and diversification of its key sectors: «reducing energy and resource intensity of economy, wider utilization of energy efficient and energy saving technologies by industries, greater use of renewable energy sources» Modernization and intensive development of agriculture: «implementation of systemic actions to mitigate impacts of global climate change and drying of Aral Sea that affect agriculture development and livelihood of population» Annual Action Plans to implement the Action Strategy include measures and actions that contribute to climate change mitigation and adaptation efforts. III. PRIORITY DIRECTIONS OF MATIONAL DEVELOPMENT AND LIBERALIZATION OF ECOMNOMY
Key climate change adaptation directions Adaptation to climate change is a key priority for Uzbekistan that is a part of NDCs, and it focuses on: • Adaptation of agriculture and water resources sectors • Adaptation measures and activities in social sector • Mitigation of Aral Sea disaster consequences in this region • Adaptation of ecosystems • Adaptation of infrastructure and industries Some of adaptation measures and actions are interlinked with climate change mitigation activities
