New Law of UkraineOn Public Procurement The goals: • improvement of the public procurement legislation • to increase transparency and openness of the public procurement procedures • to create the conditions for fighting corruption in this area • to expand the scope of the Law On Public Procurement
The major changes: • to reduce the list of cases that are not covered by the Law; • to define the concept of procuring entities in accordance with the principles of EU Directives; • adapt the single-source procurement to the negotiation procedure according to the EU practice; • to reduce the list of reasons for the using of single-source procurement; • introduction of electronic means; • to provide the opportunity during framework agreement to performed competitive selection through an auction with the use of electronic means.
