Purpose of Discussion • Expectations with regard to accountability is not going away • Timing is right • Implementation of data collection system • Expiration of OMB approval • Westat Independent Evaluation
Purpose of Discussion • Promote a dialogue and thinking about how to evaluate UCEDDs • From a national perspective • At the individual UCEDD level
Goals of Discussion • Inform a method for evaluating UCEDD outcomes at the national and individual UCEDD levels • Gather information that will help define outcomes for the UCEDD network • Stimulate individual UCEDDs to think about their own evaluation • Have outcome measures included in the Annual Report
Considerations • Westat work is on-going and should inform our discussions • Needs to be feasible – we do not want to create a burden for UCEDDs • Needs to be relevant • Need to look at work done in the past (i.e., “Suggested Approach” document)
Considerations • Based on consensus • Need to build upon current data collection systems • Need to find a way to bring multiple data systems and guiding documents together
GPRA Measure Annual Measure8D. Increase the percent of University Centers of Excellence in Developmental Disabilities (UCEDD) trainees who demonstrate leadership in the developmental disabilities field at 1, 5, and 10 years after completion of UCEDD training. (outcome) • Expected progress: 1% increase over prior year • Baseline Sep-07 Cross Reference: This performance measure supports HHS Strategic Objective 6.3, and was developed as a result of the PART review. This measure also supports the Secretary’s 5,000 Day Horizon, in which, “… persons with disabilities are cared for with dignity and respect.”
