Approve the agenda • Administrative items • Introduction • The regulatory summaries • North America • European Union • Asia • Focus: • TVWS database proposals Agenda Rich Kennedy, Research In Motion
Ad Hoc Committee rules (per Adrian) • Introduce the ethics etc... slides in your meetings, you should not call foressential patents • AHC, is a "committee of the whole" of the WG - i.e. any WG member can contribute; in practice, anybody who turns up can speak • During f2f meetings, you can hold formal votes of only the voting members of 802.11; on a telecon you can take straw polls, but not formal votes • Required notices • Affiliation FAQ - http://standards.ieee.org/faqs/affiliationFAQ.html • Anti-Trust FAQ - http://standards.ieee.org/resources/antitrust-guidelines.pdf • Ethics - http://www.ieee.org/portal/cms_docs/about/CoE_poster.pdf • IEEE 802.11 Working Group Policies and Procedures - https://mentor.ieee.org/802.11/public-file/07/11-07-0360-04-0000-802-11-policies-and-procedures.doc • Chair and Secretary • Chair is Rich Kennedy (Research In Motion) • Recording Secretary needed Administrative Items Rich Kennedy, Research In Motion
Other Guidelines for IEEE WG Meetings • All IEEE-SA standards meetings shall be conducted in compliance with all applicable laws, including antitrust and competition laws. • Don’t discuss the interpretation, validity, or essentiality of patents/patent claims. • Don’t discuss specific license rates, terms, or conditions. • Relative costs, including licensing costs of essential patent claims, of different technical approaches may be discussed in standards development meetings. • Technical considerations remain primary focus • Don’t discuss or engage in the fixing of product prices, allocation of customers, or division of sales markets. • Don’t discuss the status or substance of ongoing or threatened litigation. • Don’t be silent if inappropriate topics are discussed … do formally object. --------------------------------------------------------------- See IEEE-SA Standards Board Operations Manual, clause 5.3.10 and “Promoting Competition and Innovation: What You Need to Know about the IEEE Standards Association's Antitrust and Competition Policy” for more details. Purpose • Improve the working relationship between the technical experts and the regulatory specialists, especially when it comes to critical technical issues • Scope • The group will review new regulatory changes or impending changes affecting 802.11 standards • Each meeting will focus on the most critical issue at the time • Critical Issue Focus • Direct impact on IEEE 802.11 current and future standards • Response/Input deadlines • Coordination with IEEE 802.18 (RR-TAG) • Coordination with the Wi-Fi Alliance • Outputs from this group must go through 802.18 Introduction Rich Kennedy, Research In Motion
US • The TV White Spaces • FCC has received 9 proposals for database managers • FCC continues work on defining 5 GHz band restrictions • National Broadband Plan due February 17th • The U.S. Department of Justice has urged the FCC to move quickly on providing additional wireless spectrum as the most effective way to promote competition to existing broadband services • Canada • Mexico Regulatory Summary – North America Rich Kennedy, Research In Motion
ERM TG11 - EN 300 328 revision • Completed work on Medium Utilization definition • Work beginning on sharing mechanism definitions • WG SE43 - Cognitive radio systems - White spaces (470 - 790 MHz) • Developing requirements document for cognitive access to TVWS • “Technical and operational requirements for the operation of cognitive radio systems in the ‘white spaces’ of the frequency band 470-790 MHz” • Ofcom • Consultation on Geolocation for Cognitive Access closes in February Regulatory Summary – European Union Rich Kennedy, Research In Motion
No updates at this time Regulatory Summary - Asia Rich Kennedy, Research In Motion
FCC received nine database manager proposals • Some samples: • Key Bridge • Google • Comments on proposals due February 3rd • Reply to comments due February 18th FOCUS: FCC Responses Rich Kennedy, Research In Motion
Collect registered incumbent transmitter data from the FCC every 24 hours • Validate and identify active protected entity records within the aggregate data set • Convert all location data to NAD83 where necessary • Enable the registration of certain protected entities not already in FCC databases • Accommodate cable head ends, BAS fixed links, LP-AUX microphones, etc. • Enable the registration of Fixed TV band devices • Enable the verification, correction or removal of records in the database • Synchronize certain database records with other authorized administrators • Implement algorithms to calculate protected services contours for each respective protected entity • Implement algorithms to calculate available channels for any given location, time and device parameters • Enable the FCC to enforce denial of channel list services to any specific or model of TV band device • Identify and authenticate the certification and enforcement status of TVBDs • Implement a machine-to-machine transaction capability for TVBD channel-queries • Accept channel list inquiries via the Internet from any TV band device • Calculate, construct and communicate a standards-compliant channel listmessage • Implement a security framework that protects the TV bands administration system, its operational information services and data, plus end-user devices where possible Key Bridge Database Summary Rich Kennedy, Research In Motion
Recommendations • “…appropriately flexible and market-driven approach” • “…a significant number of retail database suppliers will best ensure a healthy and competitive ecosystem” • “…Google is prepared to provide an end-to-end TVWS database solution, preferably as one of several such suppliers” [FCC commissioner McDowell doesn’t like this idea] • “…we believe the clearinghouse model has many benefits, including solving the traditionally burdensome requirement of syncing with multiple parties” • “…Google has sufficient funds and access to capital to develop and operate the proposed Database for a full five-year term” • “Google does not plan to implement per-query fees” • “If any user fee were to be charged in connection with the Database, it probably would be more reasonable to adopt something akin to per-unit device registration fee” Google Summary Rich Kennedy, Research In Motion
