Collect registered incumbent transmitter data from the FCC every 24 hours • Validate and identify active protected entity records within the aggregate data set • Convert all location data to NAD83 where necessary • Enable the registration of certain protected entities not already in FCC databases • Accommodate cable head ends, BAS fixed links, LP-AUX microphones, etc. • Enable the registration of Fixed TV band devices • Enable the verification, correction or removal of records in the database • Synchronize certain database records with other authorized administrators • Implement algorithms to calculate protected services contours for each respective protected entity • Implement algorithms to calculate available channels for any given location, time and device parameters • Enable the FCC to enforce denial of channel list services to any specific or model of TV band device • Identify and authenticate the certification and enforcement status of TVBDs • Implement a machine-to-machine transaction capability for TVBD channel-queries • Accept channel list inquiries via the Internet from any TV band device • Calculate, construct and communicate a standards-compliant channel listmessage • Implement a security framework that protects the TV bands administration system, its operational information services and data, plus end-user devices where possible Key Bridge Database Summary Rich Kennedy, Research In Motion

Recommendations • “…appropriately flexible and market-driven approach” • “…a significant number of retail database suppliers will best ensure a healthy and competitive ecosystem” • “…Google is prepared to provide an end-to-end TVWS database solution, preferably as one of several such suppliers” [FCC commissioner McDowell doesn’t like this idea] • “…we believe the clearinghouse model has many benefits, including solving the traditionally burdensome requirement of syncing with multiple parties” • “…Google has sufficient funds and access to capital to develop and operate the proposed Database for a full five-year term” • “Google does not plan to implement per-query fees” • “If any user fee were to be charged in connection with the Database, it probably would be more reasonable to adopt something akin to per-unit device registration fee” Google Summary Rich Kennedy, Research In Motion
