  5. MDOE Overseeing Laws, Regulations, and Rules My last question is a specific application of overseeing school bus fleet operation. 5. My school district has MDOT Authority to charge for passenger transportation. The district has a contract with a local non-profit organization to transport approximately 15,000 people to a local park for a festival sponsored by the non-profit. The district’s reading of the Pupil Transportation Act, MCL 257.1865, indicates that the district can charge for transportation to and from an event sponsored by a non-profit organization.
