Strategic Military Effects/Outcomes Interoperability • Interoperable – strong partnerships with strategic, regional and national non-military actors ensuring effective information exchange and a Comprehensive Approach. Syndicate 6 Objective 1: “Clearing house” NATO CIMIC standardization and harmonization achieved, with a special focus on U.S. CA – CIMIC synchronization. Objective 2: “Liaison matrix” Mission liaison network established as far as possible in peacetime, with a special focus on two way data exchange. Objective 3: “Data fusion” An operational CIMIC FUNCTIONAL AREA SYSTEM in place, which supports the 9er Command & Control and allows horizontal exchange with partners.

  3. Interoperability or Interaction? • Methodology • Analyze CCOE provided Draft endstate and objectives • Identify the overarching issue • Focus on elements related to NATO CIMIC • Define a military problem statement • Identify potential recommendation within NATO CIMIC purview

  4. Redefined Objective: Enhanced NATO Unity of Effort through improved interaction with Non-military Actors

  5. Problem Statement:NATO CIMIC lacks sufficient capability to share information (Data) with Non-Military Actors (GO’s, IO’s, NGO’s, etc.) throughout all phases of the operation on Non-Classified platforms in order to develop situational understanding of the civil environment to inform the CDRs decision-making process.

  6. Recommendations: #1 – Leverage existing non-classified civilian / non-military databases (e.g., HDX [UN Humanitarian Hub]) = SHAPE J9 Lead#2 – Adapt current Human / Liaison Network to leverage relevant partners as required = SHAPE J9 Lead; -9’s; NFIUs

  7. Recommendations (cont.):#3 – Leverage CCOE to analyze Doctrine / Training / Leader Development requirements (i.e., non-military actor e-learning course)#4 – Prioritize exercise participation of Non-military actors to avoid overwhelming these organizations capacity to support = SHAPE J7 supported by J9
