MOD Priorities under Crisis Conditions • revision of the main strategic documents and plans; • revision of the provisions and policies of personnel recruitment, reserve formation, citizens’ preparation for national defence; • maintenance and development of capabilities for national defence and implementation of international commitments.

Personnel recruitment Challenges: • Difficulties in manning combat units • Disproportionate number of officers and NCOs vs. soldiers Solutions: • basic military training course; • structural changes reducing the number of high-ranking military positions; • reduction of institutional capabilities “freeing” funds for the increase of operational capabilities; • no renewal of contracts with officers who reach retiring age. Conscription reform and reserve formation 2008 – “game-changing” decision to suspend conscription. • Legal/concept developments: • Strategy on Citizens’ Preparation for National Defence (2010) – comprehensive approach to citizens’ preparation (military training + civic education); • LAF Personnel Reserve Concept (2010) – rationale, goals and guidelines for the reserve development; • New Law on Conscription (2011): • framework for flexible and mainly voluntary conscription system; • legal foundations for reserve formation. • Practical developments: • organization of the basic military training course on voluntary basis (since 2009). It is expected to remain the main form of the conscription for the foreseeable future; • refreshment training for reservists (2011). 2009 – Constitutional Court decision, establishing that in addition to regular forces, it is necessary to have a proper number of citizens prepared to defend the country.

Basic Military Training Course • Start – November 2009. • 13 weeks-long course, available for citizens 18-35, who have not undergone primary mandatory military service or have not acquired basic military training in any other way; • 2 stages: • I – 9 weeks of individual training  selection to II stage; • II – 4 weeks of individual training  selection to professional service. • Professional service contract for 3 months – individual + collective training • Professional service contract for 4 years.

  16. Participation in International Operations Level of participation has remained stable even under major financial constraints. • Afghanistan – our main focus: • Strategy of Lithuanian participation for 2009-2013 adopted; • emphasis on the interaction and cooperation between civil and military elements; • training projects for Afghan Security Forces. • Other ongoing commitments – EU operation “ALTHEA”and NATO Training mission in Iraq. • Completed participation – “Iraqi Freedom” (2008) and KFOR (2009). Participation has been extended till the end of 2013 with a maximum of 420 personnel.

  17. Preparation for and participation in NRF and EU BG • NRF: • since the first duty in NRF-10 (2008), Lithuania has successfully completed all its rotations; • for duty in NRF-14 (2010) trilateral Baltic Battalion (BALTBAT), led by Lithuania, has been formed. After Latvia’s withdrawal, Lithuania provided major contribution (~600 troops); • for duty in NRF-15 – EOD platoon. • EU BG: • first duty – in LTU, PL, LV, SK and DEU Battle Group (2010); • Second duty – LTU, AU, DEU, FIN and NL Battle Group (2011). By now, all duty periods were completed with no activations. In case of activation, additional (currently not anticipated) financing will be necessary.

Capability development under crisis conditions Main goal – to maintain existing military capabilities and ensure the implementation of international commitments • Areas of activity: • preparation for and participation in international operations, NRF and EU Battle Groups; • combat training and military training; • HNS for NATO air policing mission; • SAR tasks in the assigned zone of responsibility; • surveillance and control of air, territorial sea, exclusive economic zone and continental shelf; • assistance to state and municipal institutions. • Priority capabilities: • brigade capabilities; • capabilities, necessary for national air surveillance and control system integration into NATINADS; • HNS capabilities for NATO air policing mission in Šiauliai.

Capability Development • Preparation of high-readiness battalion to rapidly react to the violations of national sovereignty • Affiliation of MIB “Geležinis Vilkas” to the Danish Division • Surveillance and control of air, territorial sea, exclusive econ. zone and continental shelf on duty since 2010 since the formal affiliation in 2006 – continued activities to improve interoperability • continued integration of national air surveillance and control system into NATINADS; • radar acquisition project

Capability Development • HNS for NATO air policing mission • Assistance to state and municipal institutions • communications, logistics, navigational, meteorological support; • infrastructure development • continued demining of the territory of Lithuania; • case-by-case neutralization of explosives; • medical transportation; • SAR; • assistance in fire-fighting Limited

  22. Procurement plans up to 2016 • Payments under earlier signed agreements; • Support of ongoing operations in Lithuania and abroad; • Maintenance and development of military capabilities (units).

  23. Security and defence on the Government agenda • In 2012, national security becomes one of the Government priorities • Commitment to strengthen national security, including the gradual increase of defence financing • Main directions: • strengthening capabilities for national defence (reserve formation, citizens’ preparation for national defence) and LAF modernization; • participation in NATO- and EU-lead international operations, NATO NRF and EU Battle Groups, NATO FG implementation and other international commitments.
