Learning Objectives • To understand how the new certification requirements were created • To understand how the new certification requirements are structured
Agenda • What has happened? • Project summary • CB to CAB • Structure • New document • Drafting “Rules” • Examples • Timeline • Questions & Answers
Project summary • FCM • PAs (22) • FAM • TAB-Ds (31) • 1. MSC Certification Requirements • 2. Guidance to the MSC Certification Requirements • CoCCM • AM
Project Objectives 1) Reduce the number of documents 2) Same document format and structure to improve consistency 3) Eliminate duplication 4) Make requirements and guidance easy to tell apart
Project Objectives 5) Improve accessibility by improving readability 6) Use the same vocabulary in all documents (common list of definitions) 7) Improve audit-ability by clearly presenting requirements 8) Simplify future changes to make amendments easy
CB To CAB • CB no longer to be used • CAB (Conformity Assessment Body) from now on • Consistent with ISO standards on which MSC based • CB = 1 type of CAB, MSC may use other types in future • E.g. inspection body may conduct a sampling programme of certificate holders and report back – won’t make a decision or issue a certification report • ‘Certifier’ will still be used as the plain English version
SDR Project - rules on making changes The project was restricted to consolidating existing scheme documents Substantive modification of current requirements was not allowed Some changes needed if • Differently stated requirements for similar elements. • Separation of requirements into those that the client must meet and the CAB must meet • Definitions that are used inconsistently (e.g. 7 “should” definitions). • Different contexts for the same element that may imply different meanings. Changes have been worked through with TAB and Executive.
Structure • Part A General • Requirements that apply to all certification bodies. • Annex AA is the MSC-MSCI Vocabulary. Where possible terms are the same as or close to the terms use in ISO definitions and the FAO Glossary. • Part B Chain of Custody • Requirements for chain of custody audits. • Part C Fisheries • Requirements for fisheries assessments. • Guidance • Structured with the same parts and numbering as in the Certification Requirements.
ONE Main Document (Certification Requirements - CR) • General Requirements for all CABs • All CABs conform • Accreditation Manual part 1; Directives and Policy Advisories common to CoC and Fisheries • CoC Certification Requirements • All CABs conform • Accreditation Manual part 3 ; CoCCM; Directives and Advisories related to CoC • Fisheries Certification Requirements • Fishery CABs conform • Accreditation Manual part 2; FCM; FAM; Directives and Advisories related to Fisheries • Part A • Part B • Part C
New support document – Guidance to the MSC Certification Requirements • Guidance to General Requirements • All CABs use • Accreditation Manual part 1; Directives and Policy Advisories common to CoC and Fisheries • Guidance to CoC Certification Requirements • All CABs use • Accreditation Manual part 3 ; CoCCM; Directives and Advisories related to CoC • Guidance to Fisheries Certification Requirements • Fishery CABs use • Accreditation Manual part 2; FCM; FAM; Directives and Advisories related to Fisheries • Part A • Part B • Part C
Requirements vs. Guidance • Requirement • Guidance • Mandatory • Shall be followed • Guidance icon ◙ • Conformity assessment language • No instructions – intent, examples, interpretations • May be used • More narrative – ‘telling a story’
Drafting “rules” 1 • Say it once – one clause, one idea • If ISO Guide 65 or IAF Guidance say it, MSC doesn’t say it again • Everything on the same topic is in the same place (e.g. setting scope – see diagram) • A requirement (shall or should) is stated once in the highest level document it can go • Requirements presented in the order that they happen
Drafting “rules” 2 • No instructions to other readers (e.g. instructions to the MSC, certificate holders, stakeholders and ASI) • All explanations, intent and examples are guidance • Document format and numbering is standardised • Written in plain international English using small words and short sentences. Written for readers in Grade 12 or less
New Flowcharts • Consumer ready Tamper Proof Packaging (shown) • Pre-Assessment • Full Assessment Planning • Confirming the Assessment Tree • Gathering Information • Client & peer review • Surveillance & re-assessment • How RBF is triggered • Objections Procedure
Annex BC (replaces App C) – Checklist for Group Chain of Custody Certification
Future Changes • Changes are inserted into the document with a footnote • Footnote has • Situations where change may not apply immediately (derogations which must expire) • Authority for change e.g. TAB 19 • Periodically a new version of the scheme documents will be issued with all the changes included
