Background / History • Historical designation of instances responsible for certain acts as competent authority of ADR, RID etc. (little criteria that they must meet) + designation by Ministeral decision. • Ministry had several contacts / structural meetings with these instances, but not a really supervision by the Government. • Inspectorate: several problems with the building and construction of tankcontainers + subcontractors. • Research of General Court of Auditors: Recommendation: more supervision is needed from the government on instances.

More supervision from the Government 2010: Ministerial regulation approved bodies transport of dangerous goods (transitional period of 2 years until 1st April 2012) • Recognition and supervision is mandated to the Inspectorate • Free market of approved bodies: All instances which meet the criteria of this regulation can be recognized by our Inspectorate

  9. Supervision on instances • 01-04-2012: Transitional period for bodies which were historially recognized was terminated • April 2012: Inspections on non recognized bodies (TÜV Rheinland, Bureau Veritas, Lloyds Register etc.) and their subcontractors.
