A New Initiative • A dialogue was hosted at USP 5-7 November 2012, funded by The Technical Centre for Agricultural and Rural Cooperation (CTA) and UNESCO to discuss a regional universities network to support knowledge creation and sharing in science, technology and innovation (ST&I) • The dialogue was attended by 30 participants including Vice Chancellors and Heads of sections from universities in PNG (6), Fiji (3), the French Territories (2) and Samoa (1) as well as advisors and experts from research institutes, CROP agencies and government bodies • The result was an agreement to form a working group to establish the Modus Operandi for a Pacific Islands Universities Research Network (PIURN), with the Secretariat hosted by USP for 3 years in the first instance • PIURN is aimed at enhancing collaboration between the network of universities involved and will help foster research links and strengthen ST&I policy development across the region
Why Are We Here? • With substantial progress in Asia, Africa and a new Caribbean R&E network going live this year, the Pacific may be the last region of the world with no initiative to develop a regional Research & Education (R&E) Network • New network infrastructure built and being built may provide the Pacific with the first real opportunity to join the global R&E Network community • NSF has funded an exploratory project to identify needs and opportunities for R&E networking in the Pacific • The European Commission funded a similar study earlier in the year
R&E Networks 101 • Research and Education (R&E) networks directly connect colleges, universities, research facilities, schools, libraries, museums and sometimes hospitals. • R&E network connections tend to be higher speed and deploy advanced network capabilities earlier • In most countries, R&E network connections complement standard “commodity” Internet connectivity • R&E network connections enable advanced applications in research and education that are not feasible over commodity connections • Higher/Tertiary education usually anchors R&E network initiatives • R&E networks can be developed at the state/regional, national and international level
Typical R&E Network Goals • Connect education & research communities domestically and globally • Enable distance learning, training, access to content academic collaborations • Empower Telemedicine & Telehealth • Enable modern research on problems facing communities • Develop, deploy and enable tech transfer to commercial sector for advanced network applications and technologies
Why Should PITA Support R&E Networks? • Develop workforce for local telecommunications and ICT industries • Enable economic development through new information- and communications-based opportunities • Directly address meaningful national & regional problems through modern research and education practices • Demonstrate utility of bandwidth abundance in a limited, affordable and safe setting • Engage the region’s best & brightest with global counterparts and collaborators
