Drug and Alcohol Abuse Prevention and Control Purpose Provide a comprehensive prevention and control policy and procedures. Establish regulations. Assign responsibilities.
Drug and Alcohol Abuse Prevention and Control Applicability Provisions of this instruction apply to all active and reserve Naval personnel, enlisted and officers. Applies to military personnel individually and shall have the effect of a lawful general order without further implementation.

Drug and Alcohol Abuse Prevention and Control Deputy CNO: -Navy Drug and Alcohol Abuse Program policy -Interfaces with DoD
Drug and Alcohol Abuse Prevention and Control Commander, Naval Personnel Command -Develop, establish, and maintain all non-clinical training and education -Establish Navy urinalysis requirements and conduce quarterly inspections of the 3 Navy Drug Screening Laboratories -Maintain ADMITS (Alcohol and Drug Management Information and Tracking System)
Drug and Alcohol Abuse Prevention and Control Chief, BUMED -Develop, implement, and monitor the medical aspects of the program -Establish, operate, and maintain the Navy Drug Screen Laboratories -Inspect the labs three times a year.
Drug and Alcohol Abuse Prevention and Control Chief of Naval Education and Training -Provide education and training to enlisted and officers upon entry -Administer entry urinalysis -Include in GMT
Drug and Alcohol Abuse Prevention and Control Navy Drug and Alcohol Advisory Council (NDAAC) -Responsible for analyzing the local threat and developing an action plan -CO, JAG, Chaplain, MWR director, F&FSC director, medical rep, tenant command rep, base security rep, NCIS rep.
Drug and Alcohol Abuse Prevention and Control Drug and Alcohol Prevention Advisor (DAPA) -E-7 or above (asst = E-5 or above) -No incidents within 2 yrs. -1 year remaining onboard -successfully complete the DAPA course within 90 days of appointment
Drug and Alcohol Abuse Prevention and Control Drug and Alcohol Prevention Advisor (DAPA) -Responsible to the CO -Not be the Urinalysis Program Coordinator (UPC) -Commands > 1000 personnel = full-time DAPA -1 DAPA for every 200 personnel -Responsible for the member’s aftercare program
Drug and Alcohol Abuse Prevention and Control Urinalysis Program Coordinator (UPC) -E-7 or above -Not be the DAPA or an Independent Duty Corpsmen (IDC) -Recommended to have at least 1 assistant -Responsible to the CO -Responsible for the command’s urinalysis program

Drug and Alcohol Abuse Prevention and Control “Zero Tolerance” Navy members determined to be using drugs shall be disciplined as appropriate and processed for administrative separation as required. Members diagnosed as drug dependent shall be offered treatment prior to separation (only once).

Drug and Alcohol Abuse Prevention and Control ALCOHOL POLICY
Drug and Alcohol Abuse Prevention and Control “Responsible Use” Members shall apply self-imposed limitations of time, place, and quantity when consuming alcohol.
Drug and Alcohol Abuse Prevention and Control “Responsible Use” Alcohol shall not be consumed to the extent that it: -Impairs mental and physical faculties -Reduces member;s dependability and reliability -Reflects discredit upon the member or the Navy -Violates the UCMJ
Drug and Alcohol Abuse Prevention and Control “Responsible Use” COs may authorize consumption of alcoholic beverages during normal working hours for official functions, ceremonies, and command-sponsored events. Adequate quantities of non-alcoholic beverages must be provided.
Drug and Alcohol Abuse Prevention and Control The Rules: • Misconduct results in punishment (fights, DUI, etc.) • Drinking age conforms to local law (never < 18) • Not impaired while on duty or in a duty status • ARI results in a referral to a MTF
Drug and Alcohol Abuse Prevention and Control Self-referral: • Non-incident • Must be to one of the following agents: DAPA, CO, XO, CMC, LIP, Chaplain, F&FSC Counselor • No reprisal • “safe haven”
Drug and Alcohol Abuse Prevention and Control Command-referral: • Non-incident • Initiated by the CoC based on hearsay, observation, etc. • No reprisal
Drug and Alcohol Abuse Prevention and Control Alcohol Related Incident (ARI): • An alcohol incident is an offense, punishable under the UCMJ or civilian laws, committed by a member, to which, in the judgment of the member’s CO, the offender’s consumption of alcohol was a contributing factor. • Command submits a Drug and Alcohol Abuse Report (DAAR)
Drug and Alcohol Abuse Prevention and Control Screening and Treatment: • DAPA completes screening form • Member goes to the MTF (SARP) for determination of treatment level (if any) • SARP sends recommendation to the CO for approval • Treatment failures will be processed for administrative separation
Drug and Alcohol Abuse Prevention and Control Treatment Failures: • A second incident after completion of previous treatment. • Failure to complete a treatment plan
Drug and Alcohol Abuse Prevention and Control Education Requirements: • Initial entry (within 90 days) • Command Indoc • GMT • Periodic training throughout career
Drug and Alcohol Abuse Prevention and Control Periodic Training: - AWARE: basic alcohol awareness (E-1 to E-4, O-1 to O-3) - PREVENT 2000: Navy Core Values (18-25 yr old) - ADAMS for Supervisors: supervisor knowledge (E-5 and above, every 5 years) - ADAMS for Managers: policy (CO, XO, CMC) - ADAMS for Facilitators: instructor (E-6/O-3 and above)
